Subject: Filling up of posts in the 14th Finance Commission – calling for nominations.


The Fourteenth Finance Commission (FFC) is to be constituted shortly by the Central Government. As the Commission’s tenure is expected to be approximately two years, most of the positions would need to be filled up on deputation basis. A list of the posts expected/being proposed to be created for the Commission is enclosed (Annex A)

2. Appointment on deputation to the Fourteenth Finance Commission will be governed by regular norms prescribed by DOPT from time to time. Specifically the applicant should be holding an analogous post or be eligible to be appointed to the post applied for under the normal rules of selection prescribed. The officers/officials holding analogous posts and appointed on deputation basis to the Commission would be eligible for a deputation allowance at the prescribed rate. Appointment to the next higher level of the regular post held by official would be subject to fulfilment of the eligibility criteria for the said post.

3. It is requested that this requirement of the Commission is circulated among the concerned officials/personnel in your Ministry/Department including Attached, Subordinate Offices and Autonomous bodies. The nominations of the personnel for the various posts may be sent to Director (FFC), Ministry of Finance, Department of Economic Affairs, Room No.39-B, North Block, New Delhi – 110001 in the proforma enclosed (Annex B) by November 15, 2012 to enable us to make selection in the Fourteenth Finance Commission.

M S University mulls library's lifetime membership to alumni


VADODARA: M S University (MSU) is likely to open doors of university's library for its alumni. A proposal to offer lifetime membership of the library by collecting one-time service charge will come up for discussion during Monday's syndicate meeting. During the meeting, the syndicate members will take decision on two proposals of collaborating with US-based Stone Age Institute and an Amman-based educational agency.
The Indiana-based Stone Age Institute at Gosport, US has sent a proposal for collaboration with MSU's Department of Archaeology and Ancient History to jointly work on 'Narmada Basin Paleoanthropology Project (NBPA)' which targets to collect all the paleoanthropological evidence within the last two million years at Narmada Basin.


The International Center for University Services (ICUS), Jordan, on the other hand, has submitted a proposal which intends to increase presence of internal (foreign) students at MSU campus where the number of foreign students is on a steady decline.
This apart the syndicate members will also decide the fate of two suspended employees of the university - Chandrakant Gurjar of the construction division and Sudhir Deshpande of the All India and Central Services Training Centre.
To bring in uniformity in rules of grading, marksheets and examination across faculties in view of the introduction of choice-based credit system, a proposal to change ordinances related to examination and results has also been placed before the syndicate members.
The members will also discuss the issue of awarding chancellor's gold medal at the next convocation of the university, agenda of the building committee and revision of the travel allowance rules of Gujarat government and its application to university employees.

Traditional libraries preserve book experience in Internet era

New Delhi: Traditional libraries confronted with dwindling patronage and shrinking budgets continue to find their relevance following the 'survival of the fittest' theory, believe librarians at leading libraries. 
"Ours is one of the oldest libraries in Delhi. I have been employed here for more than 30 years and have witnessed several trends regarding the usage of library. 
Though the preferences and needs of the visitors have changed over the years but that hasn't really affected the no of visitors in the library over the years" says Radheshyam, an employee at Delhi Public Library, Chandni Chowk. 
Many predict that the digital age will wipe public book shelves clean, and permanently end the era of libraries. Librarians too say they are faced with an existential crisis.
"Despite the perceived outdated tag attached to the traditional libraries, both libraries and librarians are irreplaceable for many reasons. The role of a library is to create space either as a physical library, an online library or a hybrid model," says Neeti Saxena, Head, India and Sri Lanka, Libraries and Cultural Centres, British Council Library here. 
"The amazing amount of useful information on the web has, for some, engendered the false assumption everything can be found online. It's simply not true," says Karan, librarian at Vivekananda Institute of Professional Studies. 
Karan adds " While one might use the internet or a search engine to find these databases, deeper access to them requires registration. You are still online, but you are no longer on the internet. You are in a library." 
In the digital age internet is effectively pulling students away from the stacks and revealing a wealth of information, especially to one who is equipped with the tools to find it. Though the traditional libraries are not the beginning and ending point of all scholarly research yet that doesn't establish that students have started ignoring libraries as effective mediums for research.

Reserve Bank of India invites applications from Library and Information Science Graduates for appointment on contract basis in its DEPR Library located in Mumbai


Job Profile
The Library and Information Science Graduates will attend to the work relating to creation of entire database of the books as well as completion of bar-coding and shelving of all the old books including creation of bibliographic details and other related work in the Bank’s Central Office Library.
Number of Posts and Period of contract
Four Library and Information Science Graduates will be selected for being engaged on contract basis and their period of contract will be ninety (90) days from the date of their taking up the appointment.
Eligibility
Candidates having a Degree in the Library and Information Science obtained from a recognised Institute/College may apply for the contract appointment in the Bank.
Mode of Application
Eligible candidates should apply for the contract appointment in the format given below through their respective institutes. The Institutes / Colleges may forward the applications of eligible candidates alongwith their recommendations to the Officer-in-Charge, Department of Economic and Policy Research, Reserve Bank of India, Central Office, Fort, Mumbai-400001 in the prescribed form. If it is not possible to submit the applications through respective institutes, it may be submitted direct to the Bank.
Last date for receipt of applications is November 15, 2012.
Selection
An interview will be conducted to select the Library and Information Science Graduates for contract appointment. The candidates will be shortlisted from among the applications received on the basis of their academic qualifications and other record furnished by them. Interviews will be held for the shortlisted candidates at the office indicated above. The candidates will have to make their own arrangement for attending the interview. The Bank will not reimburse any expenses incurred by the candidates for attending the interview.
Remuneration
The Library and Information Science Graduates engaged on contract basis will be paid an all inclusive monthly stipend of `12,000/- (Rupees twelve thousand only) each. They will not be entitled to any other perquisites or reimbursements.
Bank’s canteen facility
The canteen facility available to Bank’s employees will also be made available to the Library and Information Science Graduates engaged on contract basis.
Bank’s accommodation
Bank shall not provide any accommodation to the Library and Information Science Graduates engaged on contract basis.
No perquisites/allowances/reimbursements or facilities other than those mentioned above shall be available to the Library and Information Science Graduates engaged on contract basis.
The engagement of the Library and Information Science Graduates in the Bank shall be purely temporary and shall not entitle them to any right or claim to a job/appointment in the Bank.
