E-library to give students access to medical journals

NAGPUR: The libraries of government-run medical and dental colleges in the state will soon have access to some of the most prestigious medical journals of the world. Directorate of Medical Education and Research (DMER) has taken the initiative to enhance medical education in these institutes and give impetus to research. The step also aims meeting the needs of the electronic age.
Librarian Seema Vyas of city's Government Medical College and Hospital has been chosen as the coordinator for the project named e-library consortium. Seven of the most reputed medical journals of the world, including British Medical Journal and online research database ProQuest, have already agreed to be a part of the consortium. This consortium will give students access to the best electronic resources. DMER has invested 1.25 crore to purchase the rights for use of these websites.
"Along with postgraduate students from the 14 medical and three dental colleges of the state, students from seven nursing colleges and two physiotherapy colleges would also benefit," said DMER director Dr Pravin Shingare. Librarians from all colleges have been trained through workshops, and all colleges have been given their own user IDs and password to access them.
"This will be of great help to around 14,000 postgraduate students in writing their dissertations and completing other projects," he added.
"If we were to buy hard copies of these journals for all colleges, it would have cost the state a huge amount. The number of copies would also have been too less to help all the students equally. These sites, however, can be accessed via laptops, phones or tablets anywhere in the campus," explained Seema Vyas.
With this, Maharashtra would become one of the few states where such a service is available to students. DMER officials feel that it would go a long way in helping doctors, medical teachers and students to get a wider perspective for their research.
"Doctors grappling with a particularly difficult disease can always browse through the journals about research done on the subject earlier. Those engaged in research can also go through what has already been worked on, making sharing of resources among peers from different colleges easier," added Vyas. She said there are plans to make e-books of courses available through the colleges by next year as well.

Utkal University's gen-next projects hang fire

BHUBANESWAR: Two of the much hyped projects of Utkal University - Wi-Fi facility for the students and library automation - have been on the cards for over a year now. They are, however, yet to see the light of the day, much to the disappointment of the students.
While some ground work was initiated for the Wi-Fi project last year, no concrete measures have been taken so far for library digitisation. The Parija Library of Utkal University is lying in a state of neglect.
Established in 1946, the library contains 2,37,695 books besides journals and 3,673 manuscripts. Of the total sanctioned 60 posts under different categories, only 29 staff look into the library affairs. Apart from staff shortage, the students have complained of lack of state-of-the-art facilities in the library.
Sources said the much-awaited automation project was to be implemented through a software ‘Libsys’, costing around ` 8 lakh. It was aimed at ensuring networking of various libraries across the country with Utkal University helping users gain access to a large number of books.
Sources said the required funds have not been sanctioned which is delaying the automation project, a decision that was taken earlier last year. While there is hardly any new addition to the list of books in the library, the existing ones are lying uncared for.
A student of PG Department in PM and IR, Ranjan Kumar Sahoo, alleged that the authorities in charge of the library are negligent towards its upkeep. “Almost all the books are outdated and of no use for the students. When no effort is being taken to get the latest publications, one cannot expect the ambitious project of e-library to be implemented any time soon,” he said.
Library automation project apart, varsity authorities had announced that they would make the entire campus Wi-Fi enabled by March-end. Much behind the deadline, this project too is moving at a snail’s pace despite the fact that the university has the infrastructure and funds. The project work will be carried out in two phases covering all the departments, hostels and guest house.
Chairman of PG Council and project in-charge PK Sarkar said first phase work is on.
“Work on making the departments Wi-Fi enabled is being carried out after which, hostels and the guest house areas will be taken up. After that the BSNL officials will provide the connection,” he said.
Sarkar was, however, non-committal about the timeline for execution of the project that would cost around Rs1.5 crore.

Treasure trove of political secrets

The Teen Murti Bhavan library has photo archives and century old papers besides historic books

Inspite of a lack of dedicated readers, Delhi does not lack libraries. Public and private libraries can be located in almost every district of the Capital city.

However, there are a few which are special in their historicity, purpose of establishment and book stock. One of them is the Nehru Memorial Museum and Library (NMML). This magnificent library, located in the Teen Murti Bhavan complex, is a gem in terms of the archival material it has stocked over the years. Besides rare historic books, you will find here photo archives, micro-films documenting centuries-old newspapers and hand-written letters and files by political leaders difficult to find not only elsewhere in India but across the world
.

Teen Murti Bhavan, the official residence of former Prime Minister Jawaharlal Nehru, was converted into a museum and library after his death in 1964. At that time, the library had part of Nehru’s personal book and letters collection and some donated by political leaders. Over time, it acquired more books and papers and now stands over atleast 20 acres of land, divided into two expansive floors, and stocking over 2,59,000 books, 18,223 microfilm rolls, 51,322 microfiche plates (a small sheet of microfilm on which many pages of material have been photographed), 500 periodicals, 1,95,000 photographs and 11,000 collections of manuscripts!

Professor Mahesh Rangarajan, director NMML, informs, “This is the world’s leading resource centre on political, social, economic and religious history of modern India starting from Raja Rammohun Roy to contemporary times with special emphasis on the Indian nationalist movement and the Nehruvian era. Today, we are supporting many research scholars and historians through study material and the Nehru Memorial Fellowship. The only problem is that not many are aware of this treasure trove of knowledge situated right in the middle of Delhi.” It goes without saying that the most impressive part of the library is its manuscript section. It houses carefully preserved collections of letters and papers of not only politicians but historic institutions, eminent businessmen, diplomats, academicians, scientists, bureaucrats and educationists. One of the oldest papers is that of the 1885 All India Congress Committee (AICC) meeting in Bombay detailing resolutions passed therein.

Besides, they have the original manuscript of Discovery of India handwritten by Jawaharlal Nehru in 1944 at the Ahmednagar Fort jail.
Other than thousands of letters by and to Indira Gandhi, Jayaprakash Narayan, C Rajagopalachari, Sardar Vallabhbhai Patel etc., we also have here letters written to Nehru by Mahatma Gandhi undersigned as ‘Bapu.’

NMML is also the only library from the world over to have a huge stock of photo archives. These include black and white pictures of 15 August 1947 midnight session of the Indian Parliament; President Dr. Rajendra Prasad signing the Constitution on 24 January 1950; refugee camps across North India; the Commonwealth Prime Minister’s Conference in Belgrade in 1961, the UN General Assembly in 1948 and several others.

Other than this, there is a section devoted to digitising fragile newspaper records in the form of microfilm rolls and microfiche plates. One can view the 1780 edition of Hickey’s Bengal Gazette, copies of Amrit Bazar Patrika from 1905 onwards, Times (London) 1785-1996, Census of India papers 1872-1931 and Madras Mail 1868-1981 etc.
The books include selected works by Jawaharlal Nehru, Mahatma Gandhi, their various biographies, excellent and rare books on the history of India and many other countries and scores of books on a variety of subjects like Sociology, Political Science, Economics and Geography.

Every year the NMML opens up some of its manuscripts which had remained closed because of confidential reasons until a certain time. These include private papers of Indira Gandhi, V K Krishna Menon, Vijaya Lakshmi Pandit and other leaders. So, besides general knowledge on Indian history, NMML holds in its folds, many political secrets waiting to be revealed. Be patient.

Kashmir University to link with public libraries at district level

Srinagar, May 7: In order to review the working of the Allama Iqbal Library, a meeting of the Library Committee members under the chairmanship of Vice Chancellor Kashmir University Prof Talat was held at e-Resources Centre here on Monday.
During the meeting various issues concerning the functioning of the Library, budget allocation, infrastructure upgradation, purchase of rare books, IT policy of the University, opportunities of membership for senior citizens and civil society members, orientation program for fresh students and digitization of rare manuscripts were discussed.
On the occasion, Prof Talat emphasised on getting linked with the public libraries at district level. “We should tap the satellite technology and there should be some link between Allama Iqbal Library and different colleges of the Valley including the public libraries in various districts so that students and scholars could get benefited from the rich collection of manuscripts, books and journals.”
“At the same time there has to be some academic audit at our University level so that we can ascertain that how much the facility at Allama Iqbal Library is being used by students and faculty members of various departments. This will help us to know the departments who are not attending the Central Library for research and other academic purposes,” Prof Talat said.
While stressing the management of Allama Iqbal Library to focus more on collection of soft copies than the hard ones due to paucity of space, Prof Talat said there is a need to go through some structural changes.
“All over the world there is more focus on collection of soft copies as the space in the libraries is shrinking and same is the case with our library,” he said.
He appreciated the cooperation from members of civil society and participants for making suggestions.
“We will ensure that these suggestions are put forward to the competent authorities both in the state and union government so that all the required budgetary support and approval to implement the recommendations are provided,” he said.
The Committee discussed various other issues including the proposal of providing mandatory user awareness services for scholars and students at the beginning of each academic session. It also discussed proposals for setting up of multimedia unit in the Library and enhancement of temporary library membership fee, overdue charges, up gradation of CCTV system and creation of separate selection for differently abled students.
Earlier Librarian Allama Iqbal Library Riyaz Rufai made a power point presentation about the various activities and services provided by the Library for the students, scholars, faculty members and members from civil society.
The meeting among other attended by Dr GQ Allaqband, Prof Laxman Rao former Professor at Osmania University Hyderabad, Professor Shabahat Hussain University Librarian Aligarh Muslim University, Registrar KU Prof S Fayaz, Dean Academic Affairs Prof AM Shah, Dean College Development Council Prof Mushtaq Ahmed Kaw and Dean Research Prof Khursheed Ahmed Andrabi.
