Authors win class status over Google digital books


REUTERS - A U.S. judge awarded class-action status to thousands of authors challenging Google Inc's (GOOG.O) plan to create the world's largest digital book library.
The plaintiffs have contended that Google's plan to create the library, which would have included millions of out-of-print works, amounted to "massive copyright infringement."
U.S. Circuit Judge Denny Chin on Thursday said it would be more efficient for the authors to sue as a group, and that forcing them to sue individually would have risked disparate results and "exponentially" raised litigation costs.
Chin was elevated in 2010 to the federal appeals court in New York, but kept jurisdiction over the Google case, which he had begun overseeing as a trial judge.

नहीं भेजा जिला (बागपत) पुस्तकालय का प्रस्ताव, निदेशक नाराज


बागपत। पढ़ने-लिखने का शौक रखने वालों के लिए जिला पुस्तकालय स्थापित करने की कवायद तेज कर दी गई है। शासन ने इसके लिए प्रस्ताव मांगा था, जिसके स्वीकृत होने के बाद पुस्तकालय का निर्माण शुरू किया जाएगा।
ये है स्थिति
बागपत को जिला बने 15 साल हो चुके हैं लेकिन अभी तक यहां जिला पुस्तकालय का निर्माण नहीं हो सका है। इसके चलते पढ़ाई-लिखाई का शौक रखने वालों को असुविधा होती है। ऐसे में बाजार से पुस्तकें खरीदने के सिवाय कोई विकल्प नहीं बचता। स्कूल-कालेज के छात्र-छात्राएं भी धार्मिक, साहित्यिक पुस्तकें पढ़ने के लिये परेशान रहते हैं।
शासन का है आदेश
जनपद मुख्यालय पर पुस्तकालय बनाने का शासन का आदेश है। इसके बावजूद यहां इस दिशा में कोई काम आगे नहीं बढ़ पा रहा है। इस पर माध्यमिक शिक्षा परिषद के निदेशक वासुदेव यादव ने नाराजगी जाहिर की है। उन्होंने डीआईओएस को भेजे पत्र में कहा है कि बागपत में राजकीय जिला पुस्तकालय की स्थापना कराने का प्रस्ताव आठ माह पहले मांगा था, किंतु अभी तक प्रस्ताव नहीं भेजा गया है।
एक सप्ताह में दें प्रस्ताव
डीआईओएस को भेजे पत्र में निदेशक ने हिदायत दी सप्ताह भर में भूमि का चयन कर प्रस्ताव उपलब्ध कराया जाए। इस कवायद के बाद यहां जल्द ही पुस्तकालय भवन का निर्माण होने की उम्मीद जागने लगी है। विद्यार्थियों व आम आदमी को इसका लाभ होगा, क्योंकि तब महंगी किताब मुफ्त में पढ़ने को मिलने लगेंगी।

Libraries Should Be What Users Want—With a Little Help from Librarians

The future is vibrant—and it is working—in Colorado, where LJ held its 12th Design Institute (DI), visited area libraries that reflect and respond to their communities, and heard from both librarians and architects about new library spaces for collaboration and creation. It’s engaged in upstate New York, at Fayetteville Free Library (FFL). There, Director Sue Considine and transliteracy development director Lauren Britton have launched a Fab Lab for creation of physical products—and those can be as high-tech as what comes out of a 3-D MakerBot or as low-tech as the product and designs of a crochet group, which can be made into a book to inspire others. (For more on maker spaces, listen to the OCLC/LJ webinar, Made in a Library.)As many of us here at LJ gear up to attend the American Library Association conference in Anaheim, it seems an appropriate time to reflect on the future of libraries. To quote political muckraker Lincoln Steffens, “I have seen the future, and it works.” Unfortunately, Steffens was referring to the post–World War I Soviet Union, and we all know how that turned out. I feel a bit more confident, however, about the future I see.

It’s all-encompassing at Skokie Public Library in Illinois, which has a digital media lab for adults, not just teens or college students. It’s confirmed in LJ’s Patron Profiles (going online soon, in print p. 50–51), which reports that power e-users “aren’t choosing the web over coming to the library in person…they are choosing to do both.”
The message is the same all over: libraries are not just warehouses for books but places of creation and community. They’re not just information sources but maker spaces and social spaces. They’re places that “make us want to linger,” as MS&R architect Traci Lesneski put it at the DI at Denver Public Library last month. When Dan Meehan, HBM Architects, asked the roomful of librarians how many thought their libraries would have 25, 50, or 75 percent fewer print books in ten years, most hands shot up at 50 percent.
Librarians have already started planning for that change. Like Considine, they’ve begun repurposing their collection development dollars. “Lauren [Britton] came knocking at my door—she was a circulation clerk—with her idea [for a maker space] at a time we were looking at our budget,” says Considine, “examining what we do, what we should not do…. We want to help the community create content, not merely consume it…to provide access [to tools to achieve] their hopes, dreams, aspirations…. Librarians do that every day already.”
The particulars may vary, but the thinking is the same. Find out what your users want and “what they don’t even know they need,” said Louise Schaper at the DI, channeling Steve Jobs. (Schaper is project lead on LJ’s New Landmark Libraries; the latest round of winners, academic buildings, will be revealed in July.)
Despite all the talk of downsizing collections, libraries aren’t abandoning the book brand, or the collection. Joseph Sanchez (instructional designer at Auraria Library at the University of Colorado, Denver; a panelist at both the DI and the OCLC/LJ webinar; and a 2011 LJ Mover & Shaker) has helped lead development of the ebook purchase (not license) model at Douglas County Libraries, CO (see “Momentum Builds for DCL’s Ebook Model,”). His vision goes much further, with a collection development policy that would add the audio, video, ­ebooks, and “physibles” (digital objects that can become physical) that the library user creates to the library’s holdings. It dovetails with Britton’s idea at FFL. “In a read/write culture,” she says, “[library users] write their own book and make two copies: one to take home, one to be cataloged.”
In Sanchez’s plan, library users/creators donate one copy to the library of origin to be cataloged and circulated. They can sell the digital file or product to other libraries at fair market value. “Here’s thousands of libraries willing to distribute your creation if you agree to sell, not license it,” says Sanchez.
With minds like these in the library field, it’s no wonder the future looks like it really does work.

Yahoo’s Axis Browser


Yahoo  introduced a new browser plugin for desktop computers as well as an iOS browser called Axis. Yahoo’s browser is not meant to be a replacement for Chrome, Firefox or Internet explorer on desktop computers. Instead, Axis is what Yahoo calls a “search browser”, which is basically a plugin to visually display search results served by the search engine.
Yahoo Axis is available for desktop computers as a free plug-in for versions of Internet Explorer, Safari, Firefox and the Chrome Web browsers. On mobile devices, Axis is available as a stand-aloneiPhone and iPad app, while an Android version should come later, Yahoo said.

Goa University library now just a click away


PANAJI: The Goa University on Wednesday launched the website and Online Open Access Catalogue (OPAC) for its library, which will enable students and the public at large to look up titles of their interest from the over 1.40 lakh books and 400 journals at the click of a mouse. Users can now reserve and renew books using OPAC. Another 250 e-books are also available on the website and users will be able to download the ones of their interest onto their personal computer for future reference.
The website also enables university faculty to recommend books to readers on the website, which was inaugurated by chief minister, Manohar Parrikar, on Wednesday. Users can access all doctoral thesis submitted to prominent varsities in the country. Goa University will upload PhD thesis submitted to it on the website soon too.
"The website http:library.unigoa.ac.in uses an open source software KOHA. Users can login, search for titles using keywords and also find related titles in the search. Books can also be previewed by the readers. If users want to generally browse through the books available in thelibrary they can do it using the OPAC http:libcat.unigoa.ac.in on the website. The OPAC will soon be made available on mobile devices too," said university librarian Dr Gopakumar V, who has designed the website.
"Colleges affiliated to the Goa University are encouraged to create their own library websites. We plan to link these websites to ours so that a user can at a time search a book's availability in the libraries across Goa's institutions," Dr Gopakumar said.
The GU library's books cover a wide range of disciplines such as the humanities, social science and pure and applied sciences like microbiology, marine science, environmental science, computer science, geology and management. The library has a special collection on Latin America. It also has a large collection of titles in Konkani and the foreign language section includes titles in Portuguese, French and Spanish.
Users can either access these e-books from the comfort of their homes or through the 35 computers in the Goa University's Cyber Centre. The university campus has Wi-Fi connectivity which will enable students to access the website anywhere in the university campus on their laptops, if they do not want to be restricted within the computer laboratory of the university library to use the e-books.
The website is linked to full text databases like that of the American Chemical Society, Oxford University Press, Royal Society of Chemistry among others. One can also use the website to go to open access databases such as DOAJ, African Journals Online and Free Medical Journals.
Different language dictionaries, encyclopedias and formats for academic writing too are available on the website.

Lack of funds delaying library complex project: J-K Minister

Srinagar, May 26 (PTI) The Jammu and Kashmir Government has said paucity of funds has delayed completion of the State of Art Library complex in the city even as it assured that the project will be completed very soon. "The construction work on the (State of Art Library) complex was started during 2003 at an estimated cost of Rs 17.34 crore, but due to paucity of funds it could not be completed within the time frame," Minister for Tourism and Culture Nawang Rigzin Jora said. Jora, who visited the upcoming Library complex at Moulana Azad road yesterday, said the Library Department would soon have its State of Art Library complex with modern facilities. Taking stock of the pace of the Library Complex work, the Minister directed the executing agency to re-double efforts to expedite work on the project for its time-bound completion. Jora said the Government has released over Rs 10 crore during last few years for its speedy completion, against which so far Rs seven crore have been incurred on the project. "The formulation of revised plan become necessary due to cost escalation," he said directing the executing agency to submit revised plan for approval of funds well in time. The Minister said after completion of the complex, the State of Art Library will have 60 cabins and a children centre with audio visual facilities would be linked with internet facility. He said the complex have also a space for three lakhs books and 8,000 manuscripts, besides play auditorium and Art gallery.

Bhopal's Central Library now a protected monument


BHOPAL: Madhya Pradesh government has declared the famous Central Library in the city as a protected monument
State culture minister Laxmikant Sharma said that sanction has been granted to issue the final notification to this effect. This notification is issued under Archaeological Sites and Remains Act, 1964. 
This red stone structure is one of the oldest and beautiful buildings in the city. It was built in 1908 by the then Nawab of Bhopal state Begum Sultan Jahan for housing Kind Edward Museum. Her objective behind the establishment of the museum was to display the gifts and offerings presented to the rulers of the state. 
The museum was inaugurated in 1909 by the then Viceroy of India Lord Minto. It was closed down during the Nawab era itself on account of lack of maintenance. Then in 1955, Maulana Azad Central Library was housed in this building. At that time, the library had about 60,000 books and manuscripts in Hindi, English, Urdu, Persian, Arabic and Sanskrit. This building situated on Itwara Road is known as Edward Museum, Malauna Azad Central Library, Kendriya Pustakalaya and Ajaib Ghar also. 
No digging or construction work can be carried out on the land and buildings situated within 200 meter radius of it without permission of the commissioner, Archaeology and Archives.

विकास खंड मूनाकोट में आयोजित प्रशिक्षण में प्रधानाचार्यो को शैक्षिक नियोजन, राष्ट्रीय माध्यमिक शिक्षा अभियान का परिचय, विद्यालय विकास योजना, सतत एवं व्यापक मूल्यांकन, विज्ञान एवं गणित प्रयोगशाला, पुस्तकालय स्थापना आदि विषयों पर विस्तार से जानकारी दी गई। विषयों पर समूहवार चर्चाएं कराई गई और शैक्षिक स्तर सुधारने के लिए नवाचार की आवश्यकता पर बल दिया गया।
समापन अवसर पर जिला शिक्षाधिकारी सती ने प्रधानाचार्यो से कहा वह विद्यालयों में शैक्षिक स्तर को सुधारने के लिए पुस्तकालयों की स्थापना एवं विज्ञान प्रयोगशालाओं का अधिकाधिक उपयोग करने पर जोर दिया। उन्होंने प्रधानाचार्यो को बालनिधि एवं छात्रवृत्तियों से संबंधित जानकारी दी। प्रशिक्षण में प्रसार प्रशिक्षण केन्द्र के प्रभारी जेसी पंत ने सूचना अधिकार अधिनियम की जानकारी प्रदान की। प्रशिक्षण में विकास खंड विण के 22 तथा मूनाकोट के 23 प्रधानाचार्यो ने प्रतिभाग किया। प्रशिक्षण में कुल 20 सत्र आयोजित किए गए। सत्रों का संचालन संदर्भदाता प्रकाश चन्द्र पंत और राजेन्द्र सिंह बड़वाल ने किया। समापन अवसर पर खंड विकास अधिकारी एचआर कोहली, डा.हरीश बोहरा, डा.सीएस जोशी, बसंती मर्तोलिया, टीसी भट्ट सहित तमाम लोग मौजूद थे। संचालन ब्लाक समन्वयक हरीश पांडेय ने किया।
