Admission Test for PhD programme 2014 at DLIS, Gauhati University

The Admission Test for the PhD programme in the Department of Lib & Inf Science, Gauhati University will be held on January 23, 2014 (11.30 AM to 02.00 PM) at the Department premises.

The admission test will be of 100 marks with the break up as shown below. Candidates are advised to submit details of their Professionals activities in tabular form including information regarding NET qualification, LIS experiences, Training/ workshop participation, Paper publication and Seminar presentation on the day of written test.

Selected candidates can pursue Ph.D. either by staying on TISS campus or off campus. During the first year, it is essential to fulfill course work requirement by attending the Four Modular Workshops of 5 days each duration, once in every quarter. This is a compulsory requirement.

Student moves HC against PhD registration cancellation

KOZHIKODE: A research scholar has moved the high court against the cancelation of her PhD registration by the Calicut University. The complainant, Shahana V A, had earlier approached Malappuram police's women's cell, accusing the vice-chancellor, M Abdul Salam, of shouting and verbally abusing her in his office.

Shahana had pursued Masters degree in library science before qualifying for Junior Research Fellowship (JRF). She joined the doctoral programme in Malayalam, but the varsity expelled her on grounds that she was simultaneously pursuing two courses. It was also pointed out that she had not obtained transfer certificate (TC) from the library science department.

In her petition, Shahana claimed that she was a victim of vindictive action by the varsity for filing a complaint against the VC with the woman's cell. She alleged that the VC shouted at her and used abusive words when she went to his chamber on July 10 with a group of students to submit a memorandum against the varsity's decision to charge a fee from students for using the Seminar Complex.

On receiving the memorandum, the varsity served her a show-cause notice, seeking explanation on why disciplinary action should not be taken against her.

In the petition filed before the high court on Saturday, Shahana has said that she was victimized and the action of the VC cancelling her PhD registration was 'biased, prejudiced and without any legal basis'.

She said the she had not obtained the TC from the department of library science since it was not mentioned in the list of documents to be submitted along with the PhD application. Shahana claimed that she had applied for TC from the department on July 12, but it was not issued to her till date.

"Even otherwise, nowhere in the CU statutes it is stated that submission of TC is mandatory for the students who get JRF to register for PhD and none of my fellow students had produced the TC before joining the programme," she said. The high court will take up the case on Monday.

The VC refused to comment when contacted on Sunday.

Did Madras University overlook lapses in PhD admission to staff?

There seem to be no end to controversies in the University of Madras. The administration of the university is now under fire for overlooking serious lapses in the admission of a library staff to a PhD programme without the concurrence of the academic department concerned.

Repeated flagging of the issue by senior professors, sources claim, have yielded no results and the synopsis submitted by the candidate has been accepted without going into accusation of guidelines violation.

The matter pertains to one S Perumal, a staff of the university library. In 2009, Perumal had allegedly applied for admission to a doctoral programme in Library and Information Science (LIS). While there is a dedicated academic teaching department with a head for this subject, Perumal’s application, senior professors claim, was routed through the library of the university. Curiously, the guide of Perumal for the programme is K Kaliyaperumal, who is now the librarian in-charge.

According to sources, the admission committee that went into Perumal’s application did not have the HoD of LIS as a member, which is mandatory as per statutes.  When the recommendation for admission of the candidate was made, a note sent to the department in March 2010 raised questions on why it was not forwarded through the HoD.

This issue was then taken up with the Board of Research Studies (BoRS) and the varsity Syndicate, which ruled that all applications for doctoral programmes in library science have to go through the department.

But, even after the decision, the administration allegedly failed to act on Perumal’s candidature.

A Syndicate member said a doctoral committee to scrutinise the synopsis of Perumal’s thesis was then formed without having the HoD of the department as member, which was again mandatory.

Documents accessed by Express from the registrar’s office reveal the department had clearly stated that Perumal had neither submitted his application nor had joined the department as a part-time PhD candidate. There was no record of his registration nor of any transaction, including fee payment. Hence, an inquiry was deemed necessary.

“In all other subjects, the fee payment is made through the department only because it has to be audited. How can this case alone be different? Even during the former librarian’s tenure, candidates were processed only through the department and not the library,” said a former senior Senate member.

When contacted, Kaliyaperumal said all norms had been followed in the instance, “The library is a teaching department according to UGC norms. The resolution was passed after the admission of the candidate and so it is not applicable to this case. All rules have been duly followed,” he said.
