पुस्तकालय अध्यक्ष का भी जिम्मा चिकित्सकों पर

जी हां, हम बात कर रहे हैं पंडित भगवत दयाल शर्मा स्वास्थ्य विज्ञान विश्वविद्यालय की एसआइएमएच शाखा की। राज्य मानसिक स्वास्थ्य संस्थान (एसआईएमएच) में वरिष्ठ चिकित्सकों के साथ क्लीनिकल साइकोलोजिस्ट, साइक्रेटिक सोसयल वर्कर व एमफिल के विद्यार्थियों को पुस्तकालय की जरूरत पड़ती है। यहां के पुस्तकालय में स्वीकृत लिपिक, सहायक व पुस्कालयाध्यक्ष की पोस्ट खाली पड़ी है। इनकी जगह विभाग द्वारा यहीं के चिकित्सकों की नियुक्ति कर काम चलाया जा रहा है। संस्थान के कुछ चिकित्सकों ने बताया कि इस समस्या के चलते अधिकांश समय पुस्कालय बंद रहता है। इसके चलते महज कुछ समय ही पुस्तकें जारी की जाती हैं। वहीं विभाग की मानें तो संस्थान का यह पुस्तकालय अन्य स्थानों से बिल्कुल अलग है, यहां मरीजों व उनके अभिभावकों को छोड़कर हर कोई यह कार्य कर सकता है। गौरतलब है कि, एसआइएमएच के पुस्तकालय में सैकड़ों किताबें व लाखों रुपये के जरनल रखे गए हैं। इन्हें संस्थान के मुख्य पुस्तकालय से चिकित्सकों व एमफिल के विद्यार्थियों की सुविधा के लिए अलग किया गया था। लेकिन इनकी सुरक्षा व रखरखाव का जिम्मा फिलहाल राम भरोसे ही है।

Subject:    Qualification for the appointment of Lecturers/Librarians.
The State Govt. has considered and approved the draft rules for the qualifications for the appointment of Lecturers/Librarians in substitution to the existing rules as prescribed in Haryana Education (College Cadre) Group-B Service (Amendment ) Rules, 2006.  These draft rules have been prepared in accordance with latest Regulations, 2009 No. F.1-1/2002(PS) Exemp dated 01.06.09 of the UGC.  The draft rules as approved by the Gopvt. Are as under:-“NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of lecturers in Universities/Colleges/Institutions.
Provided, however, that candidates who  are or have been awarded Ph.D degree in compliance of the University Grants Commission (minimum standards and procedure for award of Ph.D degree), Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET for  recruitment and appointment as Assistant Professor or equivalent positions in Universities/Colleges/Institutions.Provided further that, the candidates who have acquired Ph.D upto 31st May 2009 shall also be exempted from the requirement of the minimum  eligibility condition of NET/SLET for recruitment and appointment to the posts of  lecturers or equivalent positions in Universities/Colleges/Institutions.

पुस्तकालय में समस्याओं को साथ लेकर लाइब्रेरियन से मिले इनसो सदस्य

इंडियन नेशनल स्टूडेंट्स आर्गेनाइजेशन (इनसो) का एक प्रतिनिधिमंडल सोमवार को लाइब्रेरी में हो रही समस्याओं को लेकर लाइब्रेरियन प्रेम सिंह से मिला। इनसो सदस्यों ने लाइब्रेरी के रीडिंग हॉल में एसी ठीक कराने, पानी व टायलेट की बेहतर सुविधा देने आदि के लिए तीन दिन का समय देते हुए कहा कि अगर समाधान नहीं हुआ तो लाइब्रेरियन कार्यालय पर ताला जड़ा जाएगा।

मंगलवार को प्रतिनिधि मंडल के सदस्यों व छात्रों की शिकायत है कि लाइब्रेरी के रीडिंग हाल के एसी काम नहीं कर रहे है जिससे छात्रों को असुविधा हो रही है। मदवि प्रशासन को कई बार शिकायत करने के बावजूद कोई समाधान नहीं हुआ है। वहीं, लाइब्रेरी में हजारो पुस्तकें केवल बारकोड और बाइडिंग के कारण कई महीने से स्टोर में रखी हुई है और छात्र उनको पढ़ने से वंचित है। इनसो प्रतिनिधि मंडल ने इन समस्याओं को लाइब्रेरियन के सामने रखा।

इनसो प्रधान प्रदीप देशवाल ने बताया की विवि द्वारा करोड़ों रूपये खर्च करने के बाद भी छात्रों को मूलभूत सुविधाएं नहीं मिल पा रही है। लाखों रुपये सिर्फलाइब्रेरी को वातानुकुलित बनाने के लिए खर्च हुए लेकिन छात्रों को इसकी सुविधा नहीं मिल रही है। टायलेट्स में सफाई व पानी की व्यवस्था नियमित नहीं है। पंखें भी सुचारू रूप से काम नहीं कर रहे हैं। इन सुविधाओं के लिए लाइब्रेरी हेतू मदवि के खाते से 80 हजार रुपए हर महीने निजी कंपनी को जा रहे है। रात को पढ़ने वाले छात्रों को तो रीडिंग हाल में पीने का पानी तक नसीब नही हो पा रहा है। प्रदीप देशवाल ने कहा कि अगर तीन दिन के अन्दर छात्रों की इन समस्याओं का कोई स्थाई समाधान नहीं हुआ तो इनसो कार्यकर्ता लाइब्रेरियन के कार्यालय पर ताला लगा देंगे। इस अवसर पर इनसो नेता रवि रेढू, उप प्रधान रामबीर बडाला, प्रवीन छिकारा, सुमित फौगाट, कामराज शर्मा, मनोज, अजय, अरविन्द डॉ. धर्मजीत, डॉ. कुलदीप, डॉ. नवीन आदि उपस्थित थे।
