VACANCY CIRCULAR
Subject : Filling up the post of Library Attendant (General Central Service, Group-‘C’ Non-Gazetted, Non-Ministerial) in the Office of UPSC in the scale of pay of Rs.5200-20200/- with Grade Pay of Rs. 1800/-in PB-1 on Deputation/Absorption basis-reg.
It is proposed to fill up three vacancies in the grade of Library Attendant (General Central Service, Group-‘C’ Non-Gazetted, Non-Ministerial) in the office of UPSC in the scale of pay of Rs.5200-20200/- with Grade Pay of Rs. 1800/-in PB-1 on Deputation or Absorption basis.
2. Eligibility Conditions :
Deputation or absorption
Officials under the Central Government:-
(a) holding analogous posts on regular basis in the parent cadre or department; and
(b) possessing the educational qualifications and experience as below:
(i) matriculation or equivalent pass form a recognised Board; and
(ii) two years' experience of working in a Library of the Central Government or of a recognised institution.
Note 1: Period of deputation including period of deputation to another ex-cadre post held  immediately preceding this appointment in the same or other organizations or departments of the Central Government shall not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of applications.
Note 2: For the purpose of computing minimum qualifying service for appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendation of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation.


Application ( in duplicate) only in the prescribed proforma (Annexure-I) of the eligible candidates whose services can be spared immediately on selection, together with the certificate from the Forwarding Authority (in proforma Annexure-II) along with the following documents:
(i) Integrity certificate
(ii) List of major/ minor penalties imposed if any, on the official during the last 10 years; (if no penalty has been imposed a ‘Nil’ certificate should be enclosed).
(iii) Vigilance clearance certificate.
(iv) Attested photocopies of the ACRs for the last five years (2006-07 to 2010-11) 
(attested on each page by an officer not below the rank of an Under Secretary to the Govt. of India).
The required documents mentioned at the end of Annexure, may be forwarded to Sh. Neeraj Sachdeva, Under Secretary (Admn.), Room No. 216/AB, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069, within 60 days of the publication of the circular in the Employment News/ Rozgar Samachar. Applications not forwarded through proper channel or those received without the requisite certificates and necessary documents will not be entertained.

Full articles and research papers (with abstracts) on the above mentioned theme and sub-themes for the XXIX IATLIS* *National Conference should reach to Dr. H. P. S. Kalra, General Secretary, IATLIS, Department of Library & Information Science, Punjabi University, Patiala ? 147002 (Punjab) as a hard copy and also as an email attachment latest by *21 December 2012*. The paper should not be more than 3000 words. Please send your paper both in print and electronic form on a CD in Microsoft Word and also a soft copy through email to iatlis2012@gmail.com. The paper should include Title, Name and Address of author(s), Abstract and Key Words. References at the end of the paper and their in-text citing should be according to APA Style manual.

The registration fee covers conference kit, proceedings of the conference (upon post- publication), and working lunch, dinner and breakfast and session tea for the days of the conference. The registration fee does not include accommodation charges. Papers presented at the conference will be published in the post-conference volume and would be sent to the registered delegates later on. Delegates are requested to include registration fees for accompanying persons while forwarding their registration forms since it would not be possible to entertain last minute request in view of shortage of accommodation. Accompanying persons shall not be entitled for conference kits. Delegates are requested to intimate their travel plan in advance to avoid inconvenience. Accommodation: Accommodations in ISI guest house are very limited and will be arranged by the local Organizing Secretary ONLY on first-come-first served basis for those participants who send prior information for it in the registration form. Charges for accommodation are to be borne by the participants as per actuals. Bangalore is host to several hotels and hostels catering to all budgets. Delegates can also make their booking on their own.

Nomination invited for IATLIS AWARDS 2012


Indian Association of Teachers of Library and Information Science (IATLIS) invites nominations from LIS teachers /professionals / researchers for the following three awards for the year 2012:

1.   IATLIS – Motiwale Best LIS Teacher Award; 
2.   IATLIS – Prof. S.P. Narang Research Promotion Award;
3.   IATLIS – Prof. Jagindar Singh Ramdev Lifetime Achievement Award 

Executive Council Members of IATLIS are not eligible to be nominated for these awards.

Eligibility for IATLIS – Motiwale Best LIS Teacher Award: 
The nominee should have at least 10 years of teaching experience at the post-graduate level or 10 years professional experience at a senior level, and should be in service. A person can receive the award only once and one person can nominate only one LIS teacher / professional at a time. Nominations on
plain paper should be accompanied by bio-data, list of publications, details of professional activities, and contribution to IATLIS activities. 

Eligibility for IATLIS – Prof. S. P. Narang Research Promotion Award: 
For this year’s award, nominations only of students registered for Ph.D. in a recognized university would be considered. The nominee should not be a full-time employee. Nominations should be sent on a plain paper along with bio-data, progress report of research work, and research papers (published/accepted for publication), if any.

Eligibility for IATLIS – Prof. Jagindar Singh Ramdev Lifetime Achievement Award:
A very senior/retired LIS teacher/professional/researcher who has made profound contribution to library education, research, training, literature, and practice. Claims must be supported with documentary proof. Award can be given to a deserving person even if not applied. Award won't be given if no one is found suitable.   

The nominations will be considered by an Awards Committee constituted by the IATLIS Executive Committee. An award will not be given in case majority of the Committee Members feel that no one has been found suitable for that award. Nominations in quadruplicate (four copies) with all the required documents should reach Dr. H. P. S. Kalra, General Secretary, IATLIS, Department of  Library and Information Science, Punjabi University, Patiala 147002 (Punjab) on or before 17 December 2012. In addition to four copies of nominations in hard copy form, a soft copy of nominations should also be sent to the General Secretary, IATLIS by email at iatlis.patiala@gmail.com. No communication other than nominations will be entertained and the decision of  the Awards Committee will be final.
