3 Days training programme on Bibliometrics and Research Output Analysis during 30th July to 1st August 2014

INFLIBNET is organizing three days training programme on Bibliometrics and Research Output Analysis during 30th July to 1stAugust 2014. The programme will give the participants sound overview of bibliometric methods, performance indicators and tools & techniques related to bibliometric analysis and mapping. It will provide awareness about the most commonly used data base, how to build -up relevant indicators and how to interpret the data. Special emphasis will be given to indicators used in research evaluation.
Resource Persons
The lecturers are prominent researchers, scientists/professors in the field of bibliometrics. They also have an extensive experience with the application of bibliometric analysis in a research evaluation.

3 Days Advanced Training Programme on Shodhganga at INFLIBNET Centre, Gandhinagar, Guajrat

Shodhganga is a repository of Indian theses and dissertations, which is growing progressively and has crossed the mark of 11,000 theses in Nov, 2013. Centre is receiving requests from university community to impart specialized training for Shodhganga. In this context, “3 Days Advanced Training Programme on Shodhganga” is scheduled on payment basis at INFLIBNET Centre during 29-31 January, 2014. The program will include detailed introduction, its work flow, technical process, creation of metadata and standards, submission of theses, authentication, backup, role and responsibilities of University Coordinator etc. The program will also have hands on training on DSpace which is the backend IR software used for building Shodhganga and the effective use of ingestion interface for managing the submission process.
The course fee for the program is Rs. 3000/- (Rupees three thousands only) + Accommodation Charges is Rs. 750/- per day on twin sharing basis and tax @ 12.5% extra. The INFLIBNET Centre is offering a combo package of Rs. 5,000/- for 3 days (3 days and 3 nights). TA/DA is to be borne by respective university or participants. Delhi university tops, Maharaja Sayajirao University of Baroda 17th in yearly downloads


With over ten lakh downloads, the University of Delhi has topped the chart in usage of Information and Library Network (INFLIBNET) facility while M S University is among top 20 universities of the country.
INFLIBNET Centre is an autonomous Inter-University Centre (IUC) of the University Grants Commission that works collaboratively with university libraries to shape the future of the academic libraries in the evolving information environment.
The download statistics of universities reflect that during 2011, University of Delhi topped the chart with 10,44,443 yearly total downloads (YTD). Jawaharlal Nehru University and University of Hyderabad followed Delhi university with 7,68,526 and 7,67,181 YTD.
The statistics reveals that MSU is the only university from Gujarat to be in the top 20 list with 1,82,299 YTD. "In terms of year wise full text download too, there is a healthy trend at our university," MSU librarian Dr Mayank Trivedi told TOI on Monday, adding that if the year 2009 witnessed 1,15,128 full text download, the year 2010 saw 1,38,011 full text download.
"In the year 2011, the full text download increased to 2,13,617," said Trivedi, ahead of the three days National Convention on Knowledge, Library and Information Networking (NACLIN) which will kick off at MSU on Tuesday.
MSU in collaboration with New Delhi-based Developing Library Network (DELNET) is organizing NACLIN 2012 on the theme of 'Libraries for the Future: Collection, competencies and cooperation'.

User awareness programme on N-LIST organised at Allahabad University


ALLAHABAD: The authorities of the Central Library of Allahabad University in collaboration with INFLIBNET Centre, Ahmedabad (an IUC of University Grants Commission) organised a day's user awareness programme on N-LIST, on Friday. Organised at the seminar hall of AU's guest house, the awareness programme was attended by representatives of over 75 different educational institutions of higher studies, not only from city but from various other districts too.
Detailing on the successful programme, deputy librarian, Dr B K Singh said that the project entitled 'National library and information services infrastructure for scholarly content (N-LIST), is being jointly executed by the UGC-INFONET digital library consortium, INFLIBNET centre and the INDEST-AICTE consortium. The N-LIST project provides access to e-resources to students, researchers and faculty from colleges and other beneficiary institutions through server(s) installed at the INFLIBNET centre.
The authorized users from colleges can now access e-resources and download articles required by them directly from the publisher's website once they are duly authenticated as authorized user through servers deployed at the INFLIBNET centre.
Faculty members, staff, students and researchers from eligible colleges covered under Section 12B/2F of UGC Act and Non-Aided colleges (except Agriculture, Engineering, Management, Medical, Pharmacy, Dentistry and Nursing) are eligible to access e-resources through the N-LIST project. Members can access more than 4000 e-journals and 80000 e-books through this project. tnn
There were more than75 participants in this programme which includes the principals, librarians and faculty members of the constituent colleges of AU as well as other colleges situated in eastern Uttar Pradesh. Dean Research and Development Prof NR Farooqi, inaugurated the programme. He stressed on maximum usage of AU's library and motivated those attending the programme that as authorities put so much of efforts in providing various amenities in the library, the real beneficiaries should come forward and make use of the library.
Prof-In-Charge of the Central Library of AU, Prof HD Sharma, welcomed the guests and participants while senior scientists of INFLIBNET, Ashok Kumar Rai gave the detailed exposition of N-LIST. The deputy librarian, who was also the coordinator of this programme delivered the vote of thanks.

The Centre wishes to recruit SOUL Coordinators on each in the following regions to take up the challenging assignments of library automation through SOUL 2.0 software developed by INFLIBNET Centre. The incumbent is required to work at assigned regions. Initial period of appointment will be one year only which is extendable for the further period which carries consolidated/fixed remuneration. The eligibility conditions may be relaxed in exceptional cases at the discretion of the competent authority. The post may be offered depending upon suitability of candidate.

Nature of Work
Promotional activities of SOUL software, canvassing for premium membership  and provide after sale support i.e. coordination for installation of software, attending queries, onsite visits, trainings, demonstration and any other work assigned by the Centre.  
Eligibility Criteria for SOUL Coordinators
Applicant should fulfill the following eligibility criteria to apply for the post SOUL regional coordinator
1. Who should apply? 
Working Librarian/Dy. Librarian/ Asst. Librarian in the University/College/academic institutions should apply along with no objection certificate from the employer. Also existing coordinators and retired library professionals can also apply again.

2. Educational Qualification
Applicant should have minimum Masters Degree in Library and Information Science (M.L.I.Sc) with IT exposure and literacy in Computer. 

3. Experience
Working professional with 5 years experience in Library Automation

4.   Period of Contract
One year from the date of appointment as SOUL Coordinator

5. Remuneration
Rs. 9,000/- per month as honorarium and Rs. 1,000/- per month towards the incidental expenses  (The  remuneration  for SOUL Coordinator  and Technical  Assistants  are likely to be revised shortly)

6. Other Terms and Conditions
  • The Coordinator will be authorized to appoint two qualified graduate each from Library Science and Computer Science on consolidated salary of Rs. 9,000/- per month respectively as Technical Assistant for period of 1 year.
  • Travel expenses towards promoting,  installation,  training and maintenance  of SOUL software in their assigned geographical area will be borne by Centre.
  • TA/DA rules will be applicable as per rates of the INFLIBNET Centre’s rule.
  • The Centre will pay a sum of Rs. 25,000/- as imprest money for meeting the TA of  staff  and  other  office  expenses  which  will  be  reimbursed  to  the  SOUL Coordinator by the Centre on production of bills/vouchers monthly.
  • SOUL Coordinator as well as technical assistants will be given free training at INFLIBNET Centre. TA and local hospitality will be borne by the Centre. 
  • Regular  progress  reports  should  be  submitted  to  review  the  performance  of assigned work monthly.
  • The SOUL Coordinator should promote minimum 50 installations per year in their given region.
  • No TA/DA will be provided for attending the interview at INFLIBNET centre, Ahmedabad.

Madras University Library Celebrations draw flak

The library of the University of Madras is now embroiled in yet another controversy with senior professors raising questions about the timing of the post-centenary celebrations slated for September 25.
The fete takes place even as the library has remained headless for about four years with several big ticket projects struggling to take off.
Sources in the university said that the celebrations have been organised 5 years after the library completed its centenary in 2007. About Rs 9 lakh had been sanctioned for the event. However, what has raised eyebrows is the timing, as vice-chancellor G Thiruvasagam’s tenure is set to end in October.
Speaking to Express, a senior professors said the historic library has been in neglect as far as administration is concerned. While the last full-fledged librarian retired in 2008, the post remained vacant ever since. This was despite two rounds of advertisements calling for applications. Also, there was an attempt recently by the administration to promote a deputy librarian to the post of librarian, which was defeated.
Statutes, a Syndicate member pointed out, clearly stated that the post could only be filled by direct recruitment and not through promotion.
A senior Senate member said the digitization of theses that began in 2006 was halted half way for two years and has now been restarted after negotiations with the contractor.
This apart, while an UGC notification in 2009 provided for electronic submission of theses by students through an MoU with the INFLIBNET centre, no efforts have been made to carry forward this project.
“Over 70 Universities have already done it. If MU had gone ahead, assistance would have been provided for installing anti-plagiarism software in the library, improving the overall quality of research scholars,” said a senior Senate member, who wished not to be named. While the V-C had promised the installation of the software last year, efforts on this front had been wanting, the member said.
Another project that has failed to take off is the introduction of Radio Frequency Identification (RFID) tags for efficient cataloguing, now in place in almost all major varsities in the country.
Senior professors said while the focus should have been on recruitment of a qualified librarian and the implementation of all modernization projects, for which Rs 3.20 crore was allocated, the varsity was going ahead in a hurried manner with the celebrations, five years after the library completed its centenary. Vice-chancellor G Thiruvasagam could not be contacted for comments.

‘We provide e-books to about 200 universities’- Jagdish Arora

IN THIS AGE when knowledge and information is passing through technological changes, Information and Library Network (INFLIBNET), which is an autonomous Inter-University Centre (IUC) under the University Grant Commission (UGC), aims in providing all the Universities with academic resources. Jagdish Arora, Director of INFLIBNET tells Goter Gangkak about the organisation, the initiative that would help avoid plagiarism and the importance of e-books.

EDITED EXCERPTS
What is INFLIBNET? How did it all start?INFLIBNET was started out as a major programme by UGC under Inter-University Centre for Astronomy and Astrophysics (IUCAA) in 1991. It became an autonomous body in 1996. Since then INFLIBNET has been providing resources to universities all over India in the form of e-books and database.
How many universities or Institution comes under it? Is Delhi University also a part of it?
INFLIBNET provides educational resources to about 200 universities apart from more than 100 other institutions. Delhi University also comes under INFLIBNET but it lacks the basic infrastructure and sometimes faces the problem of excessive downloading.
What about the universities and colleges in rural areas? What are the major challenges you face in such universities
Mostly private universities sign up for access but we do provide resources to colleges and institutions in rural areas. Rural universities usually lack proper infrastructure. We provide basic infrastructure like setting up computer systems and educating the students how to use them in such universities.
Book sources say that e-books kill authenticity of print. Why do you support
e-books?

I believe an e-book is equivalent to print. If you compare the procedure that is required in creating an e-book, it is the same as print in terms of editing, proof reading and spell-check. Also, an e-book can help people with disability to read better in terms of visual elements.
What has INFLIBNET got in store for academicians?
We are working on a programme which will help academicians keep a check on plagiarism in their thesis and research works.

Ushering in Digitalization to Share Knowledge and Extend ResourcesNew Delhi, Delhi, India (Elsevier Science and Technology (Business Wire India)) 
The 3rd University Forum organized by INFLIBNET and Elsevier was held at the Taj Mahal Hotel, New Delhi on 13th July 2012. Delegates from different universities across the nation participated in the forum.

In his welcome address, Prof. Ajit Khembhavi, Director, IUCCA, said that the forum had become a prominent platform to discuss knowledge sharing among students, teachers, researchers and universities. He remarked that the forum which was growing in size had been instrumental in heralding the relevance of digitalization of libraries to facilitate easier access to knowledge. He added that several cycles of development providing mechanism for e-access had transformed the tedious and lengthy process of finding sources for knowledge acquisition into an easy one minute operation enabling the students and teachers in even remote areas to get access to books and journals otherwise not easily available. Prof. Khembhavi pointed out that e-access was a huge success because it had extended resources to scholars in far flung places. He reminded the forum the existing challenge was to focusing on how to extend available resources to newly emerging sectors.

Addressing the forum, Mr. Martin O’ Malley, Managing Director, Global Sales & Customer Marketing, Elsevier Science & Technology Division, reiterated that Elsevier, as a leading publisher, was focusing on quality, access and sustainability to enable collaboration to build a an environment conducive to research and learning. He said that access should transcend boundaries so as to help researchers overcome the challenge of accessing research content.

Dr. Jagdish Arora, Director, INFLIBNET, spoke on the need of developing digitalized models sustainable and extendable to all the universities in India so that students of all regions might get equal opportunities of knowledge acquisition. He said the impending challenge was to improve the Science Direct access to make it beneficial to more universities.

Ms. Paula Kaufman, Dean of Libraries & University Librarian, University of Illinois, Urbana–Champaign spoke on the Value of eBooks. She said that eBooks are cost effective, have 24 X 7 easy access, are easy to preserve and can be downloaded on multiple search engines.

Giving a presentation on Driving the Value of Library Services within an Institution, Mr. Gerald J. Schafer, Director of Libraries, University of Massachusetts – Amherst, highlighted the patterns of accessing digital resources among students, teachers and researchers. He shared his observation that the majority of people accessed digital books and journals without visiting the library.

In his presentation, Library Contributions to Research Workflow, Dr. Thomas C. Leonard, University Librarian, Library Development Office, University of California, Berkeley, drove home the point that capture and preservation of web resources would increase and create a new dimension to special collection which would in turn aid research.

There was an Open House Discussion in which Dr. Jagdish Arora, Mr. Martin O’ Malley, Mr. Kok Keng Lim (Managing Director, Academic & Government, Asia Pacific, Elsevier Science & Technology Division) and Mr. Saurabh Sharma (Elsevier Regional Director, South Asia) replied to the questions raised by the delegates.

The delegates opined that the forum was a great learning experience for them in terms of adding to their knowledge of accessing the digital content.

Shodhganga, e-way to archive theses

University of Mysore to take up digitisation of research work
Access to the repository of theses could be a mouse click away in the near future. The University of Mysore has inked a memorandum of understanding with Inflibnet to digitise its repository of theses as part of the ‘Shodhganga’ project.

Theses submitted to various universities are not available most of the time for reference due to various reasons. Comparing notes on research already done is a difficult proposition. And this has led to repetition of research on the same topics causing wastage of human resources, money and time.

To provide an open and easy access to Indian theses and dissertations to the academic community worldwide and to avoid repetitions, the University Grants Commission in collaboration with Inflibnet (informationlibrary network) has come up with an innovative concept called ‘Shodhganga,’ a repository of Indian theses.

The system

The theses submitted by research scholars of Indian universities will be uploaded on the repository. One can go through the entire gamut of theses of choice and refer other theses too, with the help of Shodhganga. Digitisation is also part of the project wherein universities are given funds to digitise old theses.

Plagiarism in research can be avoided to a great deal with Shodhganga. The universities will be provided softwares to detect plagiarism.

“Shodhganga will help avoid the repetition of research on the same topic and help research scholars to come up with findings of their own,'' said C P Ramesh, Librarian, University of Mysore.

Shodhgangothri, another initiative, allows researchers to get to know of ongoing research in Indian universities. Under the project, the synopsis approved by the universities will be made available to researchers.

User Awarness Programme regarding " Shodhganga" at Kerala University


The Kerala University Library in association with INFLIBNET Centre, Ahmedabad is conducting one day orientation programme on “UGC-INFONET E-Journal Consortium” on Friday, 20th July 2012 from 10:00 AM to 01:00 PM. Venue will be the Senate Chamber of University of Kerala. There is no registration fee. Working lunch and tea will be provided for the participants. Research scholars, P.G. students and faculty members of the University can participate in the programme. Since the seating facility is limited, please register your name with the I.T. section of the Library on or before 17-07-2012, 5:00 PM by mail or in person.
SHODHGANGA
Theses and dissertations are known to be the rich and unique source of information, often the only source for research work that does not find its way into various publication channels. Doctoral dissertations are manifestation of result of four to five years of intense work involving huge investment of resources, both mental and physical and infrastructure and other support from the universities. A thesis reflects quality of research work conducted by a student and the ability of an institution to lead and support original work of research in a given discipline. The Shodhganga@INFLIBNET Centre provides a platform for research students to deposit their Ph.D. theses and make it available to the entire scholarly community in open access. The repository has the ability to capture, index, store, disseminate and preserve ETDs submitted by the researchers.
University of Kerala is going to participate with this project and Memorandum of Understanding will be signed at 3:30 PM on 20th July 2012.

The UGC has to fill up the post of Director, INFLIBNET Centre, Ahmedabad an InterUniversity Centre of UGC on a fixed salary of Rs.75,000/- along with a Special Allowance of  Rs.5000/- per month plus allowances and other benefits as per the terms and conditions for the post of Vice-Chancellors issued by the Commission. The Director of the INFLIBNET is an executive authority of the Centre.   The term of appointment will be for a period of five years or till he/she attains the age of sixty-five years, 
whichever is earlier. The term can be renewed for a further period of five year.    As per MOA and Rules governing the INFLIBNET Centre, the Director will be appointed by the President of  the Council on the recommendations of a Search Committee. For the post of Director, a person should have a sound administrative acumen besides having academic distinction. He/she should be person with vision and foresight to provide necessary leadership to the Centre. The person applying for this post may also have extensive knowledge and experience in the field of Information Technology& Information in Library Networking.

Affiliated colleges of Bharathidasan University are not serious about securing NLIST access


Affiliated colleges have so far shown tepid response to the opportunity created by Bharathidasan University through its library to access NLIST (National Library and Information Services Infrastructure for Scholarly Content) resources constituting thousands of text and reference books at graduate, postgraduate and research levels, in addition to 3,000 scholarly journals.
By networking at regional, national and international level, the library is able to provide affiliated colleges access to enormous scholarly information through inter-library loan and online document delivery service, on payment of a registration cost of just Rs.5,000 to the INFLIBNET (Information and Library Network) director. According to Vice Chancellor K. Meena only 23 colleges have registered so far despite repeated requests to principals.
The university library, she informed, would network bibliographic databases of its own documents and those of affiliated colleges, and provide the user community online access to catalogues. The university plans to conduct an awareness programme and a workshop on accessing and using scholarly information resources and systems in collaboration with INFLIBNET, DELNET (Developing Library Network), and other information agencies.
The initiative, said Srinivasa Ragavan, librarian and head, university library, would bridge the gap between the resource-rich libraries and smaller ones in colleges where the budget for books is less.
Meanwhile, Bharathidasan University has signed an MoU with INFLIBNET and is one among 25 universities in the country to receive UGC sanction of Rs.11.5 lakh (second largest) in first phase for digitisation of all submitted Ph.D theses.
This would pave way for students, scholars and teachers to seamlessly access full text theses and approved synopsis of Ph.D. programmes of various subjects through the university website.
A press release said the university has sustained its fifth rank position at national level for the fourth consecutive year for using scholarly resources through UGC Infonet e-resources consortia.
During 2011, the university faculty and students downloaded 5,40,571 research articles and book chapters for academic and research information needs, compared to 2,94,338 the previous year. By virtue of subscribing to Springer e-books, Scopus, India stat, and other databases, the university has over 1.5 lakh downloads of journal articles and e-book chapters.
Referring to the Web of Science, the global indexing database for scholarly research, the release said Bharathidasan University research index has received a global citation score of 18000.
With h-index ranking of 51 (3rd rank in the State), the score of 7.62, as average citation per article, propped the university to second rank in the State as on June 15, 2012.

InfoPort Launched by INFLIBNET

InfoPort: A Subject Gateway to Indian Electronic Resources developed by the INFLIBNET Centre was launched by Prof. Mahendra P Lama, Vice Chancellor, Sikkim University during the inaugural session of 8th PLANNER 2012 on 1st March, 2012. The InfoPort is designed and developed by the INFLIBNET Centre to serve as a comprehensive gateway to all Indian scholarly content. The gateway open-ups the Indian scholarly content scattered over the Internet through an integrated interface that support search, browse and multiple listing. The resources covered in the infoPort are organized under ten major categories (000 to 999) accroding to the Dewey Decimal Classification. Resources in the InfoPort are also arranged alphabetically by subjects. The Info-Port is now accessible at:
