Principal Library and Information Officer in Natianal Library, Kolkata-27

Filling up two posts of Principal Library & Information Officer in the National Library, Kolkata by transfer on deputation (including short-term contract) basis.
 
Two posts of Principal Library & Information Officer (G.C.S. Group ‘A’ – Gazetted) in the pay scale of Rs. 37400-67000/- with G.P Rs.8700/- in (PB-4) (Pre-revised) (corresponding to revised pay Rs.78800-209200/- Level-12) in the National Library, Kolkata, a subordinate
office under the Ministry of Culture, are required to be filled by transfer on deputation (including short-term contract) basis. The educational qualifications and experience, eligibility criteria, etc. required for the post are as under:-

1 . Educational Qualifications & Experience:-
(i) Master’s Degree from a recognized University or equivalent.
(ii) Master’s Degree in Library Science of a recognized University/ Institute or equivalent.
(iii) Twelve years’ experience in a recognised Library including experience in administration.
 
Note (a): Qualifications are relaxable at the discretion of the Union Public Service Commission in the case of candidates otherwise well qualified.
 
Note (b):- The qualification(s) regarding experience is/are relaxable at the discretion of the Union Public Service Commission in the case of candidates belonging to scheduled castes or scheduled tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities
possessing the requisite experience are not likely to be available to fill up the posts reserved for them.
 
2. Eligibility:-
Officers of the Central/State Government/Union Territories/Public Sector Undertakings/
recognised research institutions/Universities/Semi-Government/Statutory or Autonomous
Organisations
 
(a) (i) holding analogous posts on regular basis in the Parent Cadre/Department; or
(ii) with five years’ in the grade rendered after appointment thereto on regular basis in the scale of Pay/Pay Band Rs.15600-39100/- Grade Pay Rs.7600/- (pre-revised) (corresponding to revised pay Rs.78800-209200/- Level- 12) or equivalent in the Parent Cadre/Department; and
(iii) with ten years’ service in the grade rendered after appointment thereto on regular basis in the scale of Pay/Pay Band Rs.15600-39100/-, Grade Pay Rs.7600/- (pre-revised)
(Corresponding to revised pay Rs.78800-209200/ – Level- 12) or equivalent in the
Parent Cadre /Department; and
(b) possessing the educational qualifications and experience of
(i) Master’s Degree from a recognised University or equivalent;
(ii) Master’s Degree in Library Science of a recognised university /institute or equivalent;
(iii) Twelve years’ experience in a recognised Library including experience in administration
 

Note (a):
(i) The departmental officer in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment of deputation. Similarly, deputation its shall not be eligible for consideration for appointment by promotion.
 
(ii) The period of deputation including the period of deputation in another ex-cadre post
held immediately preceding this appointment in the same or some other organisation /department of the Central Government shall ordinarily not exceed three years.
 
(iii) The maximum age limit for appointment by deputation including short-term contract/
absorption shall be “Not exceeding 56 years” as on the closing date of receipt of applications.
 
(iv) The provision for absorption will be applicable in the case of Central/State Government and Union Territory Government officials only.
 
Note (b): The crucial date for determining the eligibility of the applicants will be counted after excluding the first date of publication of the vacancy/post in the Employment News.


3. Pay:-
The pay of the selected candidate will be regulated in accordance with the Ministry of
Finance O.M. No. 10(24)-E. II (B)/60 dated 04.05.1981 as amended from time to time.
 
Deputation period: – The deputation period shall ordinarily not exceed 3 years.
It is requested that the contents of this circular may be brought to the notice of all concerned and the application of suitable eligible and willing officers, in the given Proforma (AnnexureI) duly signed by the candidate(s) and countersigned by the Employer together with Bio-data and Upto-date character Roll Dossiers/APARs of the applicants may be forwarded to the Director General, National Library, Kolkata. Where there is no practice of maintaining confidential reports, a certificate to this effect may be furnished by the competent authority.


Applications received after the last date or found deficient in any manner will not be entertained. While forwarding the applications, it may be verified and certified that the particulars furnished by the officer(s) are correct and that no disciplinary case is either pending or contemplated against him.
 
The candidate selected for appointment will be required to join duty immediately after selection. The maximum age-limit for appointment by transfer on deputation shall not exceed 56 years as on the closing date of receipt of applications.
An officer once nominated will not be permitted to withdraw on his own. The last date of
submission of applications will be 60 days to be counted from the next date to the advertisement of the vacancy Circular in the Employment News.
