Digital content fast replacing books(TOI)

KOZHIKODE: Digital content is fast replacing printed books in libraries of higher educational institutions in the country, according to experts attending a five-day international workshop on digital libraries. The workshop began at the Indian Institute of Management-Kozhikode (IIM-K) on Monday.

"Digital content in libraries at premier educational institutions has already grown to an unprecedented 70-80% as against printed books. Many journals are now available only in digital format," said M G Sreekumar, head, Centre for Development of Digital Libraries (CDDL) at IIM-K and Unesco coordinator of Greenstone Support for South Asia.

He said there had been a paradigm shift in the way information resources were being handled by libraries following the massive influx of digital content.

"Traditionally, libraries owned books and journals they bought or subscribed to, allowing them to make best use of the resources. But digital publishing has changed those concepts. Libraries now only get the licence to use electronic information, and even this is issued for a prescribed period," he said. The digital libraries have now become the crucial component of global information infrastructure and offer new levels of access to broader audiences.

Inaugurating the workshop, Debashis Chatterjee, director of IIM-K, said the knowledge professionals of today should acquire the capacity and capability to foresee the future course of information and knowledge landscape in line with the new emerging world order.

The workshop focused on Greenstone Digital Library Software, an open source software system for developing digital libraries promoted by the University Of Waikato, New Zealand and sponsored by Unesco.

Participants will be instructed on how to design digital collections of different publications in a variety of file formats. They will also receive the Greenstone Digital Library Software.

Experts call for steps to refresh libraries

TRICHY: At a time when digital libraries are becoming a challenge to academic libraries, librarians feel the latter have to look within to find new methods to attract users.
Serving and retired librarians from across Trichy district voiced their opinions on the occasion of 'Librarians' Day', observed on the 120th birth anniversary of renowned librarianSR Ranganathan. The Society for the Advancement of Library and Information Science (SALIS), Tiruchirappalli chapter, organized the programme in the city on Sunday.
Dr K Elavazhagan, librarian and chief knowledge officer from the Indian Institute of Management (IIM-T), Trichy, delivered a lecture on 'Security systems in libraries', saying academic libraries should play a major role. Librarians should be approachable to students so that students felt inclined to borrow books and learn more.
"The lack of security systems, latest technologies and unskilled manpower in libraries also prevent students from accessing academic libraries. As a result, they prefer to go to the Internet for reference. The need for Closed Circuit Televisions (CCTV), radio frequency identification (RFID) and magnetic chips are a must to provide a secure environment to students and also to prevent loss of books. In higher education institutions, students may avoid using academic libraries fearing consequences in case of loss or damage of books. Invariably, the authorities question all of them to find out the actual offender. When there is a system like CCTVs and RFID, they feel free to access libraries. Moreover, librarians who pursue library science through distance education mode lack skills. They should improve their calibre to serve students better. Students should be aware of legal consequences while downloading content from the Internet. They must get permission from the publishers concerned to download material, or else it may attract legal problems," he said.
"In the IIM-T library, we have implemented security systems at the base level. We will have a full-fledged system in future so that students can avail themselves of books at any time," he said. Dr Jesudoss Manalan, chairman of SALIS, Trichy, said it was indeed clear that the number of library users had drastically come down with the advent of digital libraries. It was the right to time to define new roles to attract students. In the same vein, the use of security systems would block the learning process as users may feel offended.
Educational institutions should try to change the attitude of students in order to ensure effective use of libraries, he added.

District library found them jobs and friends

K Narasimhamurthy, Kolar, July 28, 2012, DHNS:

Common ground
They all come from villages and belong to agricultural families. These youth appeared for various competitive examinations and have been successful.

Preparing for competitive examinations is no easy task. One needs to do a lot of reading and this requires the purchase of expensive books. These youth were in no position to afford expensive books. Yet they were successful in appearing for the examination and emerging successful.

There is no great secret behind their success. In addition to their hard work, the backbone for their studies was the District Central Library. They did not learn how to use the library from anyone, but they made the best use of it.

Venkatapara Srinivas Reddy of Bethmangala hobli of Bangarpet taluk, who has been selected as statistical officer; Malappanahalli Malathi of Devarayasamudra Gram Panchayat in Mulbagal taluk  has been selected as principal of Morarji Desai School; Arathi of Yanadahalli of Kolar taluk is the superintendent of Backward Class Minorities Hostel; B S Vijayalakshmi of Byalahalli is the statistical officer. This list goes on.

They were all strangers in the beginning, but became friends at the central library. They all had one ambition - to get a job. It is not easy to appear for competitive examinations and face the challenge from urban candidates. Regular studies, constant reference to resource books and guides. Study materials and coaching classes are expensive.

Therefore they all depended upon the  Central library. They went through every available books and guides on competitive examinations available in the library. Requests for particular books made to the library authorities got quick response and books were made available as early as possible.

These aspirants used to come to the library at 10 am and stayed back till 6 pm. They brought lunch from home. Having broken the ice, they became friends and during the lunch hours held group discussion.

“We were not used to visiting libraries and making use of it. After coming here we became familiar with books. We discussed what we read,” says Ramesh.

Says Srinivas Reddy, “In our group of seven members, five secured jobs in one go. One of our members is studying for his Karnataka Administrative Service examination.” They are unanimous in their opinion that all this happened because of the library.

Row over Thiruvananthapuram Public Library land takes a new turn

The row over the alleged encroachment on the State Central Library (Public Library) land has been given a fresh twist with the Thiruvananthapuram Public Library Protection Council urging the State Government to declare the library ‘heritage property.’
Only the ‘heritage property’ status can save the library and its campus from further encroachment, Council president M Ahmed Kunju and general secretary Attukal Surendran said in a petition submitted to Chief Minister Oommen Chandy and Education Minister P K Abdu Rabb.
‘’It was the then king Swathi Thirunal who allotted 3.5 acres for establishing the library in 1829. A large chunk of the land was lost in the widening of the road. Now an affidavit filed by the government before the Kerala High Court says the library has only 2.24 acres with it,’’ Ahmed Kunju said.
The controversy over library land has taken centre-stage once again with the Kerala High Court demanding to know as to where a proposed ‘Heritage Block’ - a public library project - was to be constructed.
Controversy started dogging the public library land after the Pattom Thanu Pillai government sanctioned office space for the Grandhashala Sanghom (now State Library Council). According to the Library Protection Council, the Library Council had demolished the said building in 2002.
The Council moved the High Court following attempts to build the EMS Memorial Information Centre on this land plus another 20 cents. The A K Antony government scrapped this order, but the project re-emerged during the term of the V S Achuthanandan government.

Theses and dissertations are known to be the rich and unique source of information, often the only source for research work that does not find its way into various publication channels. Doctoral dissertations are manifestation of result of four to five years of intense work involving huge investment of resources, both mental and physical and infrastructure and other support from the universities. A thesis reflects quality of research work conducted by a student and the ability of an institution to lead and support original work of research in a given discipline. The Shodhganga@INFLIBNET Centre provides a platform for research students to deposit their Ph.D. theses and make it available to the entire scholarly community in open access. Trivandrum Public Library: The Library That Made The State

Commemorating the event of reading week to be observed from June 19 – 25, a peek into Trivandrum Public Library and the place it has in the history of the state |Mukesh Venu

Officially recognised as the State Central Library, the Trivandrum Public Library has a history that dates back to almost two hundred years. Its books have provided inspiration to many generations of leaders and reformers throughout the course of history. The significance that the habit of reading has in transforming an entire society is evident from the place that the Public Library holds in history books. And what paved the way for the formation of this library was the love for reading that a great king of Travancore once had...

Swathi Tirunal Rama Varma, whose reign began in 1819, was a ruler who understood the importance of developing reading as a habit and to acquire knowledge. It was this knowledge that brought him respect even from the British administrators of the time. In the very first year of his reign, he established a library with British Resident Col. Edward Cadogon as the President. Membership to this exclusive library was limited to the members of the Royal Durbar.

In 1847, the library committee was transformed into the Public Library Society and soon the library was open to persons residing in Trivandrum who conformed to the rules of the state. In 1898, the entire library assets were handed over to the Government on condition of building a new, permanent building for the library, which would be open to the public. Swathi Tirunal Rama Varma took special interest in building the library and in 1900, Trivandrum got the beautiful Public Library building that has now become a landmark of the city. It is also one of the oldest libraries in India.

The library was briefly managed by the University of Travancore (later University of Kerala) from 1938 till 1949. In 1958, the Government sanctioned Rs. Seven lakhsto upgrade it to the status of State Central Library. In 2005, a new building was constructed adjacent to the same model and design, which currently holds the Children's Section and the Technical Division of the State Central Library.

At present, the library has a collection of about 3,88,000 books, which gets updated every year by around 12, 000 books. The library also houses the collection from the British Library following its closure in 2008. Every year, the library purchases journals, magazines and literary works worth Rs. Five lakhs for the British Library section. The maintenance cost for such a vast collection of books, ranging from literature works to Government records to gazettes, is no small task. The library spends another Rs. Five lakhs every year on repairing and binding the books. The collections, which are over a century old and that which are vulnerable to the slightest of human touch, are being digitized to make them accessible without causing any harm to the book.

The library receives an average of around 50,000 readers every month. And even though the advent of electronic media might have given a lethal blow to newspapers, the reading habit of the people has only increased with the passing years, according to a study conducted by the library administration. The report also reveals that students are forming an increasing share in the new memberships that are being registered.

The place has been consistently visited by many historical personalities. Most of the brightest minds of this state still regularly come here seeking new information from the thousands of books it has in store. The legendary Ulloor S Parameswara Iyer, whose statue is erected in the library compound, had served as a working committee member of the library. The importance of this library to the state is as important as the changes that were brought by the many people who were deeply associated with it.

Reading has formed the base for almost all the major upheavals in human history every since the advent of communication through figures and alphabets. The greatest revolutionaries, the biggest religions and brightest scientists always had their concepts recorded in books, in words, which guided the future generation in moving forward towards cultural superiority.

For Kerala, the State Central Library or the Trivandrum Public Library had provided the state's visionaries with the knowledge that their craving mindssought. The library and its books were one of the vital factors, which collectively led to creating a modern, progressive state, and form a population educated with a modern outlook towards the changing world.

Reading is a habit that helps with the development of the character of an individual and the development of the individual leads to the development of the society he/she lives in. In that perspective, the State Central Library has more to do with the development of the state than anything else, and deserves to be termed as the library which made the state.

Fresh salvo against Rajan Gurukkal (VC-MGU)

KOTTAYAM: Triggering a fresh controversy against Mahatma Gandhi University Vice-Chancellor Rajan Gurukkal and the varsity administration, a section has alleged that anomalies were found in the recruitment of the deputy librarian in the University library.
The pro-UDF syndicate members, who have been at loggerheads with the VC for sometime, are all set to raise more irregularities that allegedly exist in the recently constituted Centre for Advanced Research in Library Information Science (CARLIS), it is learnt.
"Irregularities were found in the admission process to the CARLIS. According to the UGC regulations in 2010, the post of deputy librarian has been upgraded to one that equals to associate professor’s and PhD is mandatory in the appointment. However, the former pro-LDF Syndicate promoted an assistant librarian, who does not have PhD, as deputy librarian,” said a Syndicate member.
The assistant librarian was promoted to deputy librarian on June 30, 2011. The pro-UDF members alleged that since the recruitment has not got concurrence from the govt, the university administration has initiated steps to award PhD to this deputy librarian.
“The deputy librarian, who is doing his PhD at CARLIS, sought time relaxation to submit his report, asking the university to let him file it an year ahead of the stipulated three years time frame. To regularise this irregularity, the deputy librarian required an immediate PhD. If the university gives nod for time relaxation then it would be a clear case of nepotism,” the member said.
The university had earlier in its first notification confined the eligibility for applying to the PhD to CARLIS employees only. However, but later it allowed others to register for MG University PhD. However, Gurukkal denied the reports of allowing time relaxation for the deputy librarian to submit his reports.
“These are only rumours. We cannot move against the UGC regulations,” Gurukkal said.
However, he said that if anybody, who did not have PhD, had been promoted to deputy librarian’s post, it should be examined.
“I have not appointed anybody as deputy librarian, using my special power, he said.
