          With reference to the 2nd Amendment of UGC’s Regulations, 2013 dated 13th June 2013 and Executive Council Resolution No. 2013.117.170 dated 22.11.2013 University has decided to issue fresh notification for all vacant positions. However those applicants who had applied earlier vide Advt. No. RC/2011/013 dated 09.05.2011 (Tamil & Bio-Chemistry of Community College only) and Advt. No. RC/2012/018 dated 04.06.2012, may update their applications and submit to the University without application fee.
           For further details of Application Form, Pro-forma for Certificate Verification, API Format, Desirable area of specialization, Terms & Conditions, Etc., please visit the University Website www.pondiuni.edu.in.
           The Qualifications and other conditions prescribed in the advertisement are subject to the regulations/norms stipulated by the MHRD/UGC from time to time. As regards the broad eligibility criteria, the UGC website www.ugc.ac.in may please be referred to.
           The prescribed essential qualifications are the minimum and the mere possession of the same does not entitle candidates to be called for interview. Where the number of applications received in response to our advertisement is large and it will not be convenient or possible to call and interview all the eligible candidates and therefore, the University, at its discretion, may restrict the number of candidates to a reasonable limit on the basis of qualifications/experience higher than the minimum prescribed in the advertisement. The criteria for shortlisting and cut-off bench-mark depends on the number of applications. Being a Central University maintaining high standards of teaching and research, possession of Ph.D degree, good research publications, good communication skill, depth of subject knowledge and consistantly good academic record will be the main criteria for selections. For the positions of Professor, a candidate is expected to have successfully guided Ph.D candidates.
          As the University has already fulfilled the reserved posts under OH category, the post earmarked for Physically Challenged category in this advt. will be first considered for the Visually Challenged(VH) candidates only. If suitable VH candidates are not available, these posts will be filled by OH candidates.

This is rolling advertisement; there is no last date. Applications in the prescribed format are invited from eligible candidates against the following positions:-
1. Professor , 2. Associate Professor , 3. Assistant Professor – in various disciplines in the University.
Duly filled-in applications in the prescribed format may reach the Registrar, Guru Ghasidas Vishwavidyalaya, Bilaspur (CG) throughout the year by 
registered/Speed post only, however, the applicants residing abroad (not residing in India) may send their applications, through E-mail at registrar@ggu.ac.in. The post applied for should be mentioned on the top of the envelope. The details of minimum eligibility (Annexure-II), application form and other information can be downloaded from the university website www.ggu.ac.in.
1. Separate application for each post is required.
2. Reservation and Relaxations will be given as per GOI/UGC Rules to all the persons belong to SC/ST/OBC/PH category. 
3. The University reserves the right not to fill any post and also to alter the nature and number of vacancies if the circumstances so warrant. 
4. Persons retired from relevant/appropriate posts may also apply. If circumstances so warrant, their applications may be considered for a term appointment of one to three years on purely temporary basis with fixed remuneration negotiable at the time of interview. 
5. LIBRARIAN (Pay Band ` 37400-67000 with AGP of ` 10000)
i. A Master’s Degree in Library Science /Information Science/documentation with at least 55% marks or its equivalent grade of B in the UGC seven points scale and consistently good academic record set out in these Regulations.
ii. At least thirteen years as a Deputy Librarian in a university library or eighteen years’ experience as a College Librarian.
iii. Evidence of innovative library service and organisation of published work.
iv.A minimum score as stipulated in category III in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
(v) A minimum of Five number of Library Research Papers as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
(vi) Desirable: An M. Phil./Ph. D. Degree in library science/ information science/documentation/achieves and manuscript-keeping.

DEPUTY LIBRARIAN (Pay band ` 15600-39100 with AGP of ` 8000)
i. A Master’s Degree in library science/information science/documentation with at least 55% of the marks or its equivalent grade of B in the UGC seven point scale and a consistently good academic record.
ii. Five years experience as an Assistant University Librarian/College Librarian.
iii. Evidence of innovative library service and organisation of published work and professional commitment, computerization of library.
iv. A minimum score as stipulated in category III in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
v. A minimum of Three number of Library Related Research/Theme Papers as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
vi. Desirable: An M. Phil./Ph. D. Degree in library science/Information science/Documentation/Archives and manuscript-keeping/computerisation of library.

ASSISTANT LIBRARIAN (Pay band ` 15600-39100 with AGP of ` 6000)
i. A Master’s Degree in Library Science / Information Science / Documentation Science or an equivalent professional degree with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) and a consistently good academic record with knowledge of computerisation of library.
ii. Qualifying in the national level test conducted for the purpose by the UGC or any other agency approved by the UGC.
iii. However, candidates, who are, or have been awarded Ph. D. degree in accordance with the “University Grants Commission (Minimum Standards and Procedure for Award of Ph. D. Degree), Regulations 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of University Assistant Librarian.

Subject:    Qualification for the appointment of Lecturers/Librarians.
The State Govt. has considered and approved the draft rules for the qualifications for the appointment of Lecturers/Librarians in substitution to the existing rules as prescribed in Haryana Education (College Cadre) Group-B Service (Amendment ) Rules, 2006.  These draft rules have been prepared in accordance with latest Regulations, 2009 No. F.1-1/2002(PS) Exemp dated 01.06.09 of the UGC.  The draft rules as approved by the Gopvt. Are as under:-“NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of lecturers in Universities/Colleges/Institutions.
Provided, however, that candidates who  are or have been awarded Ph.D degree in compliance of the University Grants Commission (minimum standards and procedure for award of Ph.D degree), Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET for  recruitment and appointment as Assistant Professor or equivalent positions in Universities/Colleges/Institutions.Provided further that, the candidates who have acquired Ph.D upto 31st May 2009 shall also be exempted from the requirement of the minimum  eligibility condition of NET/SLET for recruitment and appointment to the posts of  lecturers or equivalent positions in Universities/Colleges/Institutions.

Retirement age of lecturers’ in state run colleges may increase 19 Jul 2012


The Centre is likely to clear the proposal of allowing states to decide the retirement age (Maximum 65 years) of lecturers in state run colleges and universities. Earlier, the UPA government was insistent that states should enhance the lecturers' retirement to 65 years to enable them to get 80% of the arrears burden of state governments.

The arrears — at least Rs 9,000 crore —went up since the Centre had asked the states in 2008 to follow the Sixth Pay Commission scales that centrally- funded institutes introduced in the same year, with retrospective effect from January 1, 2006.

The Central government has committed to bear 80% of the increased arrears for the first four-year period — between April 1, 2006, and March 31, 2010 — if states followed its order. Now, the government plans to foot this sum only in the form of reimbursements in "two-three" installments. This is likely to benefit around four lakh teachers across the country.

The ministry cleared this proposal after a committee of secretaries, headed by cabinet secretary, supported the state governments' demand.

Sources said that there could be political reasons for states to push the need for greater autonomy as far as fixing the retirement age is concerned. "Some states might want to fix 60 or 62 years for retirement so that fresh batch of qualified people can apply for jobs, and this will also increase the scope of promotion for many lecturers," said a senior government official.

The sixth pay package for teachers, based on which the scales of centrally-funded institutes were revised, has a provision that requires increasing the retirement age to 65 years. Presently, the retirement age of teachers varies across states - from 58 to 60 years.
