A library in Dal Lake The only library in Dal maintained by a school dropout Book Lover MAJID MAQBOOL




In a modest cottage near gate number one in the interiors of Dal, a small wooden door opens into the only library in Dal Lake. Named ‘Travelers Library’ by its passionate 43-year-old owner, Muhammad Latif Oata, the library houses an eclectic collection of over 500 books in many languages, including Germen, French, Spanish and Hebrew . The personal collection of books would not have become a library had Latif, a third standard school dropout, not loved the idea of collecting and exchanging books in return for getting to know the stories.

Latif cannot read books but he loves them. He identifies his books by their colour and publisher’s mark. The books are placed alphabetically—from A to Z—on multiple shelves spread over a wall adorned with Allama Iqbal’s life size poster. There are separate, smaller shelves for books in French, German and other foreign languages.  Every book in his collection evokes memories of those who exchanged books with him. He gets up and carefully pulls out a special, original edition of Ian Fleming’s novel Goldfinger gifted by a foreign visitor. He has many original, old and rare editions of books in his collection.  On the desk lie five books in French language. Few days back a French visitor had come with his books for the library.

LIBRARIAN (Pay Band ` 37400-67000 with AGP of ` 10000)
i. A Master’s Degree in Library Science /Information Science/documentation with at least 55% marks or its equivalent grade of B in the UGC seven points scale and consistently good academic record set out in these Regulations.
ii. At least thirteen years as a Deputy Librarian in a university library or eighteen years’ experience as a College Librarian.
iii. Evidence of innovative library service and organisation of published work.
iv.A minimum score as stipulated in category III in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
(v) A minimum of Five number of Library Research Papers as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
(vi) Desirable: An M. Phil./Ph. D. Degree in library science/ information science/documentation/achieves and manuscript-keeping.

DEPUTY LIBRARIAN (Pay band ` 15600-39100 with AGP of ` 8000)
i. A Master’s Degree in library science/information science/documentation with at least 55% of the marks or its equivalent grade of B in the UGC seven point scale and a consistently good academic record.
ii. Five years experience as an Assistant University Librarian/College Librarian.
iii. Evidence of innovative library service and organisation of published work and professional commitment, computerization of library.
iv. A minimum score as stipulated in category III in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
v. A minimum of Three number of Library Related Research/Theme Papers as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS).
vi. Desirable: An M. Phil./Ph. D. Degree in library science/Information science/Documentation/Archives and manuscript-keeping/computerisation of library.

ASSISTANT LIBRARIAN (Pay band ` 15600-39100 with AGP of ` 6000)
i. A Master’s Degree in Library Science / Information Science / Documentation Science or an equivalent professional degree with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) and a consistently good academic record with knowledge of computerisation of library.
ii. Qualifying in the national level test conducted for the purpose by the UGC or any other agency approved by the UGC.
iii. However, candidates, who are, or have been awarded Ph. D. degree in accordance with the “University Grants Commission (Minimum Standards and Procedure for Award of Ph. D. Degree), Regulations 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of University Assistant Librarian.

Automation of libraries must: Prof Abdul Wahid


Inaugurates workshop on e-Granthalaya
Srinagar, July 7: Central University of Kashmir (CUK) Vice-Chancellor Prof Abdul Wahid Qureshi Saturday underscored the need for automation and modernization of libraries across Jammu and Kashmir.
 “The libraries of all the Universities, Educational Institutions and those coming under the public domain in the State should switch over to the automation for the benefit of the people, particularly the students, researchers and candidates aspiring to participate in various competitive examinations,” said Prof Abdul Wahid while inaugurating the one-day workshop on Library Automation (e-Granthalaya).
 The workshop was organized by the Department of Information Technology, Central University of Kashmir in collaboration with National Informatics Centre (NIC) (Government of India) J&K State Unit in the varsity campus.
 Ram Kumar Matoria, Technical Director, Library and Information Services, NIC, New Delhi, Saleem Khan Technical, NIC, J&K State Unit, CUK Registrar, Dr Abdul Gani, Head of the Department, Department of Information Technology and Workshop Coordinator, Prof A M Wani, faculty of other departments and employees of the varsity were also present on the occasion.
 Prof. Wahid described libraries as the cornerstone of the educational institutions, an abode of knowledge and storehouse of information.
 Ram Kumar Matoria said that as many as 54000 public libraries were functioning across the country. “Out of these only 10 per cent are fully automated and the other 10 per cent are partially automated,” Kumar said.
 He said that 2500 libraries across the country were using the e-Granthalaya software designed by the NIC. “The NIC is developing a new e-Granthalaya, which would be web based,” Kumar revealed. He said the Government should modernize the libraries and develop the infrastructure of libraries across the country.
 Prof A M Wani stressed on the need for classification of books in the libraries across the state. “There is a dire need to link the libraries with the internet as the advent of mobile phones has totally changed the way people conduct research on various topics and search information,” Prof Wani said.
 Welcoming the guests, CUK Registrar, Dr Abdul Gani said the libraries are resources of knowledge and should be maintained and updated frequently. Assistant Professor at IT Department, Zahoor Ahmad Najar presented the vote of thanks.

Lack of funds delaying library complex project: J-K Minister

Srinagar, May 26 (PTI) The Jammu and Kashmir Government has said paucity of funds has delayed completion of the State of Art Library complex in the city even as it assured that the project will be completed very soon. "The construction work on the (State of Art Library) complex was started during 2003 at an estimated cost of Rs 17.34 crore, but due to paucity of funds it could not be completed within the time frame," Minister for Tourism and Culture Nawang Rigzin Jora said. Jora, who visited the upcoming Library complex at Moulana Azad road yesterday, said the Library Department would soon have its State of Art Library complex with modern facilities. Taking stock of the pace of the Library Complex work, the Minister directed the executing agency to re-double efforts to expedite work on the project for its time-bound completion. Jora said the Government has released over Rs 10 crore during last few years for its speedy completion, against which so far Rs seven crore have been incurred on the project. "The formulation of revised plan become necessary due to cost escalation," he said directing the executing agency to submit revised plan for approval of funds well in time. The Minister said after completion of the complex, the State of Art Library will have 60 cabins and a children centre with audio visual facilities would be linked with internet facility. He said the complex have also a space for three lakhs books and 8,000 manuscripts, besides play auditorium and Art gallery.
