District library found them jobs and friends

Common ground
They all come from villages and belong to agricultural families. These youth appeared for various competitive examinations and have been successful. 

Preparing for competitive examinations is no easy task. One needs to do a lot of reading and this requires the purchase of expensive books. These youth were in no position to afford expensive books. Yet they were successful in appearing for the examination and emerging successful.

There is no great secret behind their success. In addition to their hard work, the backbone for their studies was the District Central Library. They did not learn how to use the library from anyone, but they made the best use of it.

Venkatapara Srinivas Reddy of Bethmangala hobli of Bangarpet taluk, who has been selected as statistical officer; Malappanahalli Malathi of Devarayasamudra Gram Panchayat in Mulbagal taluk  has been selected as principal of Morarji Desai School; Arathi of Yanadahalli of Kolar taluk is the superintendent of Backward Class Minorities Hostel; B S Vijayalakshmi of Byalahalli is the statistical officer. This list goes on.

They were all strangers in the beginning, but became friends at the central library. They all had one ambition - to get a job. It is not easy to appear for competitive examinations and face the challenge from urban candidates. Regular studies, constant reference to resource books and guides. Study materials and coaching classes are expensive.

Therefore they all depended upon the  Central library. They went through every available books and guides on competitive examinations available in the library. Requests for particular books made to the library authorities got quick response and books were made available as early as possible. 

These aspirants used to come to the library at 10 am and stayed back till 6 pm. They brought lunch from home. Having broken the ice, they became friends and during the lunch hours held group discussion. 

“We were not used to visiting libraries and making use of it. After coming here we became familiar with books. We discussed what we read,” says Ramesh.

Says Srinivas Reddy, “In our group of seven members, five secured jobs in one go. One of our members is studying for his Karnataka Administrative Service examination.” They are unanimous in their opinion that all this happened because of the library.

Book shelves at Varanasi District Government Library biting dust

VARANASI: Call it decreasing interest in reading or negligence of the district administration towards library, the books shelves at the government district library are gathering dust and entering into oblivion.
Established in 1957 near district headquarters, the plight of the district library is that only four to five readers visit it daily. Records point out that as many as 850 people hold life-time membership of the library. These are the records of 1962.
Librarian Chandradeep Ram Chandela said that the membership is not renewed so it is difficult to identify the members who are regular. "Around 5-6 members have taken the membership this year," he said.
The number of visitors and members is low as compared to other libraries, it also failed to keep stock of good and better conditioned books in the shelves.
Chandela said that there are around 38,000 books in the library. "The books are purchased by Putakalaya Prakoshtha of the state government which sends the books in libraries. We have recently received around 150 books. We do not place a demand of books and topics of books with the state government," he added.
In the past, the library had books of wide range of subjects like history, geography, economics, literature, agriculture, theology, physics, chemistry, biology and other subjects. At present, it had a good stock of Hindu, Urdu and English literature books.
The books are not arranged according to subjects, topics and genre. The almirah and shelves do not mention about the subjects of books. Most of the books stocked in some almirahs were poorly arranged. Bindings and pages of the old books were damaged.
The librarian is not aware about the funds received by library for annual maintenance.
The librarian said that soon it would be made fully computerised. "A computer, scanner and other equipment have reached us. But we lack trained manpower to handle the work as it involved bar coding of books, library cards and other technical aspects. We are waiting if government will provide any assistance for this, till then computers are placed in office itself and not in use," Chandela said.
At present, there is one hall in which over 25 almirahs and shelves are kept along with the reading desk.
In 1994, there were proposals to extend the library with two more halls which would be connected to each other.
"The halls are half built as the funds were not proper utilised by the then incharge and at present we are using the place as store," said Chandela.

ज्ञान पर व्यवस्था का अंधेरा

अपने बलबूते मेरठ की किताबें सात समंदर पार पहुंच चुकी हैं। विदेशों को किताबें निर्यात कर तीन सौ से अधिक प्रकाशक करीब सात सौ करोड़ का कारोबार कर रहे हैं। किड्स पुस्तकों की विदेश में आपूर्ति के मामले में प्रदेश में मेरठ का कोई सानी नहीं है। इसके बावजूद मेरठ महानगर का एक मात्र राजकीय पुस्तकालय अपनी बदहाली पर आंसू बहा रहा है।
हालत यह है कि पाठक पुस्तकालय तलाश रहे हैं, फिर भी व्यवस्था में कोई सुधार नहीं हो रहा है।
मेरठ के कस्बा सरधना की बेगम समरू ने ईसाई धर्म स्वीकार करने के बाद पहली प्रिटिंग मशीन लगाई। बाद में इसे क्रांतिकारी साहित्य छपने के डर से अंग्रेजी सरकार ने बंद करा दिया लेकिन प्रकाशन उद्योग के विकास का रास्ता अपने बलबूते आगे बढ़ता गया। अब तस्वीर यह है कि चिल्ड्न बुक में हर 15 वें दिन यहां की कोई न कोई बुक बाजार में आ रही है। देश के विभिन्न राज्यों के अलावा अमेरिका, ब्रिटेन, साउथ ईस्ट एशिया, सिंगापुर व दुबई आदि देशों में मेरठ में छपी पुस्तकों की डिमांड है। सबके बावजूद प्रदेश सरकार का ध्यान मेरठ के राजकीय पुस्तकालय पर नहीं है।
देश की आजादी के साथ ही राजकीय इंटर कालेज के बराबर में राजकीय पुस्तकालय की स्थापना हुई। इस पुस्तकालय का 60 के दशक में हाल यह रहा कि राजनीति में होते हुए भी पूर्व प्रधानमंत्री चौधरी चरणसिंह इस पुस्तकालय में आकर अध्ययन किया करते थे। उनके द्वारा लिखित पुस्तकों में भी इसका उल्लेख है। शासन की नजर में यह पुस्तकालय ए ग्रेड का है। 37 हजार पुस्तकें भी यहां हैं। 5700 नियमित सदस्य भी है। 500 से अधिक दुर्लभ पुस्तकें भी पुस्तकालय में है। अधिकांश पुस्तक ऐसी है, जो आला अफसर अपने साथ ले गए पर उन्हें वापस नहीं किया। पुस्तकालय के कम्प्यूटरीकरण को तीन कम्प्यूटर जरूर आए हैं पर इंटरनेट का कनेक्शन दो साल से नहीं मिला। इस कारण यह कम्प्यूटर डिब्बे से बाहर नहीं निकल पाए। स्थान सीमित होने के कारण पुस्तक रखने को जगह कम पड़ गई है।
पुस्तकालय अध्यक्ष आरसी निमोकर बताते है कि बच्चों की पुस्तक होने से यहां बच्चे बड़ी संख्या में आते है। इतना जरूर है कि पुस्तकालय के लिए शासन स्तर से बजट नही मिल रहा है।

बदहाली से जूझ रहा गुड़गांव जिला पुस्तकालय


जागरण संवाद केंद्र, गुड़गांव : करीब बीस लाख शहरी आबादी वाले साइबर सिटी में शहर के उच्चतर शिक्षा की बदहाल स्थिति की गवाही दे रहा है यहां का एक मात्र जिला पुस्तकालय। इस पुस्तकालय की स्थिति यह है कि अंदर जाते ही घुटन महसूस होती है। जर्जर भवन, टूटी कुर्सियां, झूलते बिजली के तार तथा पुराने रैक पर सजी किताबें, जिन्हें निकालते हुए डर लगता है कि कहीं रैक टूट न जाए।
इस पुस्तकालय को करीब पांच सालों से नया भवन दिए जाने की बात चल रही है। कई बार मौजूदा भवन के पीछे की खाली पड़ी जमीन पर नए भवन के लिए एस्टीमेट बनाकर भेजा गया लेकिन अभी तक कोई परिणाम नहीं आया। सीनियर लाइब्रेरियन रणबीर सिंह के मुताबिक एक बार फिर उनसे बढ़ी कीमतों के हिसाब से नया अनुमानित बजट मांगा गया था, जिसे उन्होंने यहां से पीडब्ल्यूडी से बनवा कर भेजा, लेकिन उसके बाद भी अभी तक कोई जवाब नहीं आया है। भवन की बात तो दूर है, यहां की लाइब्रेरी के रखरखाव की स्थिति भी चिंताजनक है।
गर्मी की छुंिट्टयों में बच्चे भी इस लाइब्रेरी में होलीडे होमवर्क के लिए आते हैं। ऐसे में सीनियर सिटीजन, कालेज के विद्यार्थी तथा स्कूल के विद्यार्थियों में सीटों को लेकर खींचतान मची रहती है। हालांकि रणबीर का कहना है कि उन्होंने हर वर्ग के लिए सीटें आरक्षित कर रखी हैं, लेकिन यहां मौजूद 30 सीटें प्रतिदिन तकरीबन 100 पाठकों के मुकाबले काफी कम हैं।
लोकसंपर्क विभाग को देने की तैयारी
जिला पुस्तकालय इस बदहाली से तब जूझ रहा है जबकि उच्चतर शिक्षा विभाग के तहत यह आता है। अब विभाग इससे अपना पल्ला झाड़ने की तैयारी में है तथा इस लाइब्रेरी को लोक संपर्क विभाग को सौंपने की बात कर रहा है। अगर ऐसा हुआ, तो इसकी स्थिति और भी दयनीय हो जाने की आशंका है। रणबीर सिंह के मुताबिक उनके पास एक पत्र आया है जिसमें पूछा गया है कि लाइब्रेरी को लोक संपर्क विभाग के तहत कर दिया जाए। इस बारे में यहां से जवाब भेजा गया है कि पुस्तकालय प्रबंधन नहीं चाहता कि इसे उच्चतर शिक्षा विभाग से हटाया जाए।
शहर की स्थिति प्रदेश के हर जिले से बेहतर है। सर्वाधिक रेवेन्यू देने वाले इस शहर में एक ढंग की लाइब्रेरी भी न हो तो यह विभाग के लिए शर्म की बात है। सिरसा जैसे शहरों में जिला पुस्तकालयों की स्थिति देखें तो पता चलता है कि यहां का पुस्तकालय उसके मुकाबले कुछ भी नहीं है।

नहीं भेजा जिला (बागपत) पुस्तकालय का प्रस्ताव, निदेशक नाराज


बागपत। पढ़ने-लिखने का शौक रखने वालों के लिए जिला पुस्तकालय स्थापित करने की कवायद तेज कर दी गई है। शासन ने इसके लिए प्रस्ताव मांगा था, जिसके स्वीकृत होने के बाद पुस्तकालय का निर्माण शुरू किया जाएगा।
ये है स्थिति
बागपत को जिला बने 15 साल हो चुके हैं लेकिन अभी तक यहां जिला पुस्तकालय का निर्माण नहीं हो सका है। इसके चलते पढ़ाई-लिखाई का शौक रखने वालों को असुविधा होती है। ऐसे में बाजार से पुस्तकें खरीदने के सिवाय कोई विकल्प नहीं बचता। स्कूल-कालेज के छात्र-छात्राएं भी धार्मिक, साहित्यिक पुस्तकें पढ़ने के लिये परेशान रहते हैं।
शासन का है आदेश
जनपद मुख्यालय पर पुस्तकालय बनाने का शासन का आदेश है। इसके बावजूद यहां इस दिशा में कोई काम आगे नहीं बढ़ पा रहा है। इस पर माध्यमिक शिक्षा परिषद के निदेशक वासुदेव यादव ने नाराजगी जाहिर की है। उन्होंने डीआईओएस को भेजे पत्र में कहा है कि बागपत में राजकीय जिला पुस्तकालय की स्थापना कराने का प्रस्ताव आठ माह पहले मांगा था, किंतु अभी तक प्रस्ताव नहीं भेजा गया है।
एक सप्ताह में दें प्रस्ताव
डीआईओएस को भेजे पत्र में निदेशक ने हिदायत दी सप्ताह भर में भूमि का चयन कर प्रस्ताव उपलब्ध कराया जाए। इस कवायद के बाद यहां जल्द ही पुस्तकालय भवन का निर्माण होने की उम्मीद जागने लगी है। विद्यार्थियों व आम आदमी को इसका लाभ होगा, क्योंकि तब महंगी किताब मुफ्त में पढ़ने को मिलने लगेंगी।

इंटरनेट के जमाने ने किताबों से रुसवा किया


करती हैं बातें, बीते जमानों की 
दुनिया की, इंसानों की
आज की कल की, एक एक पल की
खुशियों की, गमों की, फूलों की, बमों की
जीत की, हार की, प्यार की, मार की 
क्या तुम नहीं सुनोगे इन किताबों की बातें 


इटावा। सफदर हाशमी साहब ने किताबों पर लिखी इस कविता में पूरी दुनिया को समेट दिया था। शायद वे यही कहना चाहते थे कि किताबें हैं तो सब कुछ है। पर अब देखने की प्रवृत्ति ने पढ़ने के रुझान को मानों दबाकर रख दिया है। इंटरनेट के जमाने ने लोगों को किताबों से रुसवा कर दिया। लाइब्रेरियों में पाठकों की कभी भरमार हुआ करती थी। अब जैसे अकाल सा पड़ गया है। राजकीय जिला पुस्तकालय को ही लें। यहां पाठकों के रुझान के सिवा वह सब कुछ मुहैया है। कभी दर्जनों की भीड़ रहती थी अब महज 15-20 लोग ही आते हैं।
संसाधन जुटाने में कोई कसर बाकी नहीं
जिला लाइब्रेरी में पुस्तकों के शौकीनों की सुविधाओं का पूरा ख्याल रखा गया है। बिजली चली जाए तो जेनरेटर की व्यवस्था है। पीने के पानी के लिए वाटर कूलर और सबमर्सिबल पंप लगा है। पाठकों के लिए कूलर लगा है। रिजल्ट देखना हो तो इंटरनेट की सुविधा के साथ चार कंप्यूटर रखे हैं। रंगीन टीवी और उसके साथ डीवीडी भी उपलब्ध है।
31 हजार पुस्तकों का जखीरा
लाइब्रेरी की शोभा पुस्तकों और पाठकों से होती है। जिला लाइब्रेरी में 31 हजार पुस्तकें तो शोभा बढ़ाती नजर आती हैं, लेकिन यह शोभा पाठकों के न होने से फीकी पड़ जाती है। यहां बैंक आदि कंप्टीशन की तैयारी के लिए छात्रों के विषय उपयोगी किताबें हैं तो बुर्जगों को ध्यान रखते हुए धार्मिक पुस्तकें भी रखी गई हैं। महिलाआें और बच्चों के लिए भी पढ़ने योग्य काफी मैटेरियल है। चिल्ड्रन कार्नर में कार्टून किताबें भरी पड़ी हैं।
जबकि पाठकों की हकीकत यह है
अब अगर यहां आने वाले पाठकों की हकीकत जाने तो जुटाए गए यह संसाधन बेमानी से लगने लगते हैं। सुबह 10 से शाम 5 बजे तक खुलने वाले इस पुस्तकालय में बुधवार को दोपहर करीब एक बजे तक 8 पाठक पहुंचे थे। मुख्य स्टडी हाल में दो लोग अखबार पढ़ते मिले। इसके बाद एक दो लोग किताबों की अदला बदली के लिए पहुंचते रहे। यहां आए प्राइवेट टीचर ब्रजनीश कुमार शर्मा इस पुस्तकालय के सदस्य भी हैं। बताते हैं कि जब समय मिल जाता है, चले आते हैं। साथ बैठे प्राइवेट कंपनी में कार्यरत अरविंद कुमार श्रीवास्तव सिर्फ अखबार पढ़ने आए थे। वह यहां के सदस्य भी नहीं है। ऐसे ही ग्रेजुएट छात्र अरुण कुशवाह अपनी बहन वंदना के साथ यहां पहुंचे। दोनों को कंप्टीशन तैयारी से जुड़ी किताबें चाहिए थी। अरुण भी यहां के सदस्य हैं। रिजनिंग आदि की चार किताबें खुद ढूंढी और लेकर चले गए। अरुण के मुताबिक विगत 8 माह से जुड़े हैं।
514 पंजीकृत सदस्य है यहां
जिला पुस्तकालय में कुल 514 पंजीकृत सदस्य है। यह संख्या दर्शाती है कि 5 लाख की आबादी वाले इस शहर में महज पांच सौ लोगों में पढ़ने के लिए लाइब्रेरी जाने की रुचि है। पुस्तकालयाध्यक्ष केबी दोहरे व प्रचारक राकेश पांडेय खुद पाठकों में इस अरुचि को लेकर चिंता करते दिखते है। वह कहते है कि सदस्यता शुल्क भी अधिक नहीं है। बच्चों के लिए सुरक्षित निधि 500 व बड़ों के लिए एक हजार रुपए निर्धारित है। 50 रुपए वार्षिक शुल्क है। एक माह तक इश्यू किताब पढ़ी जा सकती है। कंप्यूटर पर रिजल्ट एवं नौकरी आदि से जुड़ी जानकारी इंटरनेट पर देखी जा सकती है। यह सब कुछ निशुल्क है।
पुस्तक मेला लगे तो मिले फायदा
सेवानिवृत्त साहित्य प्रेमी सुरेश चंद्र द्विवेदी मानते हैं कि पाठकों की रुचि बढ़ाने के लिए भागीरथी प्रयत्न जरूरी हैं। पुस्तक मेले समय-समय पर आयोजित हों, जिसमेें आने वालों को पुस्तकालय का महत्व बताया जाए।

Kashmir University to link with public libraries at district level

Srinagar, May 7: In order to review the working of the Allama Iqbal Library, a meeting of the Library Committee members under the chairmanship of Vice Chancellor Kashmir University Prof Talat was held at e-Resources Centre here on Monday.
 During the meeting various issues concerning the functioning of the Library, budget allocation, infrastructure upgradation, purchase of rare books, IT policy of the University, opportunities of membership for senior citizens and civil society members, orientation program for fresh students and digitization of rare manuscripts were discussed.
 On the occasion, Prof Talat emphasised on getting linked with the public libraries at district level. “We should tap the satellite technology and there should be some link between Allama Iqbal Library and different colleges of the Valley including the public libraries in various districts so that students and scholars could get benefited from the rich collection of manuscripts, books and journals.”
 “At the same time there has to be some academic audit at our University level so that we can ascertain that how much the facility at Allama Iqbal Library is being used by students and faculty members of various departments. This will help us to know the departments who are not attending the Central Library for research and other academic purposes,” Prof Talat said. 
 While stressing the management of Allama Iqbal Library to focus more on collection of soft copies than the hard ones due to paucity of space, Prof Talat said there is a need to go through some structural changes.  
 “All over the world there is more focus on collection of soft copies as the space in the libraries is shrinking and same is the case with our library,” he said. 
 He appreciated the cooperation from members of civil society and participants for making suggestions. 
 “We will ensure that these suggestions are put forward to the competent authorities both in the state and union government so that all the required budgetary support and approval to implement the recommendations are provided,” he said. 
 The Committee discussed various other issues including the proposal of providing mandatory user awareness services for scholars and students at the beginning of each academic session. It also discussed proposals for setting up of multimedia unit in the Library and enhancement of temporary library membership fee, overdue charges, up gradation of CCTV system and creation of separate selection for differently abled students.
 Earlier Librarian Allama Iqbal Library Riyaz Rufai made a power point presentation about the various activities and services provided by the Library for the students, scholars, faculty members and members from civil society.
 The meeting among other attended by Dr GQ Allaqband, Prof Laxman Rao former Professor at Osmania University Hyderabad, Professor Shabahat Hussain University Librarian Aligarh Muslim University, Registrar KU Prof S Fayaz, Dean Academic Affairs Prof AM Shah, Dean College Development Council Prof Mushtaq Ahmed Kaw and Dean Research Prof Khursheed Ahmed Andrabi.
