Applications are invited for the recruitment to the post of Director of Rampur Raza Library, Rampur as per details given hereunder: -

Salary : Rs. 37,400-67,000 (PB-4) with GP Rs. 10,000/-

Term of appointment : On Contract basis for a period of three years, which may be extended upto five years or more by Chairman, RRLB with the approval of Government of India

Qualification :
A renowned scholar in Arabic/Persian/Urdu/Islamic Studies/Medieval Indian History.

Degree of Ph. D. in any of the above subjects/fields from a recognized University.

Degree/Diploma in Urdu/Persian/Arabic Language from a recognized University/Institute.

Experience: At least 15 years experience of teaching/research/administration in a comparable Library, University or other recognized teaching Institution.

Age Limit : The selected candidate should be less than 62 years of age as on 15thSeptember, 2014.

National Electronic Library to Be Launched Soon: Smriti Irani

Human Resource Development Minister Smriti Irani Friday said the government would soon launch an online library to make study materials available to all.
"The prime minister has highlighted that modern day medium of growth is connectivity and the use of information and communication technology (ICT) in teaching has the potential to change teaching in a major way," Irani said.

"I am happy to announce that we at the ministry of human resource development (MHRD) will soon launch the 'National e-library' that will make learning materials freely available to everyone even in remote areas," she said while speaking at a function honouring teachers with national awards.

The National Electronic Library (NEL) is a digitised library, which will be device independent. It will be accessible to every citizen of the country.

Irani said: "This (e-library) will also enable teachers to learn continuously even when they teach. In fact, an educated society is one where we form a learning connectivity."

Urging teachers to dedicate time for research activities, she said: "This is increasingly important part of formal learning. Critical reasoning and fearless interrogation are requisites for our democracy, and schools are the most important place for learning that fosters these qualities."

The minister also pointed out that teachers have great responsibility towards students.

"School is a first formal socialising experiences of children and schools reflect deeply embedded cultural values. The teacher has impact on young lives, so the teachers have greater responsibility and they have to be sensitive to child's natural learning processes," she said.

Goods Office Committee (GOC) and Its New Directives to Publishers and Book Sellers


Recently certain subscription agents along with office bearers of the Goods Office Committee (GOC) have given a directive to its member subscription agents not to offer any discount on publisher’s prices to the libraries and not to give libraries any bank guarantees or security deposit, which is mandated by the accounts and audit departments of most Institutions today. 

The GOC has also instructed its members not to participate in tenders and quotations floated by various Institutions. This has already been done in 10-15 cases and as result libraries have not been able to subscribe to journals and their budgets has gone waste. This move by the GOC has put the librarians of these Institutions in a very embarrassing situation as on one side we keep asking the administration for more budgets and on the other side, we are not able to utilize these funds when they are allocated for the library. 

These moves by certain subscription agents and the GOC are definitely anti-library and have been clearly orchestrated by subscription agents to come together and blackmail the Libraries in forcefully accepting those terms and conditions which are favorable to the subscription agents and not to the libraries at large. Needless to add it will raise cost of Journals for all Libraries in these hard times. May I ask as to why agents will not give discounts and accept subscriptions on bank exchange rates, which has been provided in the past. It is pertinent to add that Libraries are now increasingly buying online Journals, which greatly reduce operational cost of agents/Publishers, and under the circumstances such a move is highly condemnable.

We should resist this move by GOC unequivocally and not succumb to such blatant blackmail, which in any case is against the law of the land. This is also a clear case of violations of guidelines laid down by the Competition Commission of India and is also against open and fair trade principles.
