Opening for Librarian in Indian Institute of Management Calcutta

Brief Job Description:
The Library of Indian Institute of Management Calcutta has a large collection of printed books/journals, electronic databases/ journals, audio- visual materials and data sets. The library is fully computerized with the software Virtua and has a security, tracking and circulation system based on the combination of Electromagnetic tattle tape and RFID tag. The library facilitates ubiquitous access to subscribed electronic resources by users through appropriate technology. It participates in two country - level consortiums and also in the National Digital library project.
The incumbent should have deep knowledge about the philosophy and principle of library development and services in the current digital age and adequate knowledge to evaluate and implement new technologies to improve the quality of library services and the user satisfaction. S/he must be familiar with the life cycle of the procurement and subscription of electronic resources and of all processes in a modern library. S/he must be a forward looking and pro-active professional responsible for the inclusive growth of the library. Librarian must have experience of handling internal administration, budget and finance and supervision of library operations.
Full Job responsibilities:
New initiative: The Librarian should keep her/him well informed about the developments, best practices and emerging technologies that will be shaping the field of library and information services. S/he will be responsible for evaluation of these developments and initiate new programs in the library.
Collection development: The Library of Indian Institute of Management Calcutta is hybrid in nature. It has a large collection of electronic resources and the current stress is on enhancing the electronic collection. Print, however, still remains an important part of the collection. Keeping this total picture in view, the responsibility of the Librarian will be:
  1. Augmenting the collection development policy, in consultation with users, which will guide the procurement rights of the users, shift from print to digital collection, developing a balance between print, digital and other media commensurate with the environment, market and demand.
  2. Identifying new resources, particularly electronic resources, arranging for evaluation/ trial and making provision for acquisition/ subscription.
  3. Examining the license agreement for each electronic resource and negotiating with publishers, if required, to maximize the benefits for the users. Overall, the incumbent must be capable to ensure that the library collection meets the academic requirements of the Institute.
Access service: The Librarian should review, from time to time, the mechanism to access the resources of the Library, with special emphasis on electronic collection and initiate new methods in this regard. The Librarian should also develop a mechanism to monitor the access mechanism so that any failure is detected early.
Technology selection and implementation: The services, functions and operations of the Library of IIM Calcutta are strongly supported by technologies. The Librarian must be able to understand and identify emerging technologies that can enhance the performance and service quality, prioritize technologies vis- a- vis programs of the library, select and implement such technologies. The incumbent must have adequate familiarity with various standards and protocols that contribute to the development of libraries.
Instructional and research support: Service to users is the top priority of the Library of IIM Calcutta. Such services are provided pro- actively and on-demand. The Librarian should be able to be involved directly in designing library instructions, particularly for students in advanced programmes such as FP programme, to impart training on various issues related to information seeking and scholarly communication. S/he should be able to coordinate with vendors/ publishers for conducting on-site/ webinar trainings for special databases. S/he should develop mechanism to share information on trainings, workshops conducted at the platform of individual publishers with the user community. The Librarian should also be knowledgeable to provide on- demand research support services to the users.
Consortium activities: The Library is a member of two major library consortiums in the country. The Librarian is expected to actively participate in the consortium, raise issues that are pertinent to IIMC Library with the consortium and ensure that Institute’s interest is saved while working with consortiums.
Internal and external collaboration: The Librarian is expected to develop relationship with various stakeholders within the organization and with various entities outside the organization. Within the organization, s/he will be required to interact with faculty members, students to get their support for the development of the Library. S/he will be required to interact with other departments within the organization, namely, HR, Engineering, IT Support, and Accounts in order to run the library smoothly. The Librarian will be required to coordinate with technology providers, vendors of databases in order to secure their support in technology implementation, training on resources and support in other areas as may be required from time to time.
Committee work: The incumbent must have adequate experience of
  1. Developing agenda that are meaningful for the development of the library and communicating the rationale of the agenda effectively to the committee.
  2. Cogently discussing the merit of the agenda with committee members.
  3. Recording the proceedings of the meetings of the committee.
  4. Following up the resolutions for implementation.
Budgeting and financial management: The Librarian of the Institute is responsible for developing budget in advance keeping into consideration the expected cost of maintaining the current collection development status, estimated cost of addition of new resources, facilities and technologies. The Librarian is also responsible for monitoring the expenditure to ensure that the expenditure is contained with the approved budget. The incumbent must have adequate experience in this regard.
Internal administration and development: Internal administration of the Library is another important responsibility of the Librarian. The incumbent should be able to develop mechanisms for effective operations of major areas of the library, namely acquisition, technical processing, user’s assistance and circulation, e-resource management, library maintenance. S/he must be fully conversant with the life cycles of all these processes in a library of a large collection. The incumbent must also be capable to identify the capabilities and potentials of junior staff members of the library, assign the jobs accordingly and facilitate trainings in those areas where they need further development.
Assessment and evaluation: The Librarian must be able to collect and evaluate data in a range of areas such as staff performance and outcome, library usage data, expenditure data from multiple sources. S/he must be able to take necessary directions to improve the library performance and usage, based on the analysis of such data.
Academic and Professional Qualification: Master’s degree in Library Science/ Information Science/ Documentation Science from a recognized university/institute with at least 55% marks or its equivalent grade and a consistent good academic record;
Desirable:
  1. M.Phil/ Ph.D. in Library Science/Information Science/ Documentation is desirable;
  2. A post-Graduate degree/diploma in Computer Applications such as PGDCA/PGDLAN from a university or equivalent institute will be an added advantage;
  3. An M.Phil/ Ph.D in Archives and Manuscript Keeping, computerization of Library would also be an added advantage.
Experience:
At least 15 (Fifteen) years professional experience in a library under Central/State Government/ Autonomous or Statutory organization/ PSU/University or Research/ Educational Institution recognized by Government of India of which at least
  1. 2 (Two) years in the pre-revised pay of PB-4(37400-67000) + GP-8700/- corresponding to revised pay at Level-13 in the Pay Matrix as per 7th CPC or equivalent pay.
    OR
  2. 6 (Six) years in the pre-revised pay of PB-3(15600-39100) + GP-7600/- corresponding to revised pay at Level-12 in the Pay Matrix as per 7th CPC or equivalent pay.
    OR
  3. 11 (Eleven) years in the pre-revised pay of PB-3(15600-39100) + GP-6600/- corresponding to revised pay at Level-11 in the Pay Matrix as per 7th CPC or equivalent pay.
Age:
Preferably below 50 years.
Pay Matrix and Level:
Basic Pay Rs.131100/- in the Pay Matrix Level -13A (Rs. 131100 – 216600), plus DA, HRA, Transport Allowance, LTC, Medical facilities etc. as per rules of the Institute. Total Emoluments as on date at the minimum stage would be Rs.1,60,000/- (Rupees One lakh sixty thousand) approx. per month.
Benefits:
Medical expenses on domiciliary treatment (OPD - Out Patient Department) for self & dependent family members within the Institute’s ceiling limit of Rs.22,000/- (Rupees Twenty Two thousand only) per annum and yearly Mediclaim Insurance coverage for self & dependent family members upto Rs. 4 Lacs for hospitalization treatment. These limits are subject to revisions from time to time. Other applicable benefits like mobile reimbursement etc. will be as per the Institute’s rules.
Probation:
02(Two) years.

  7. No interim queries will be entertained.

  9. Candidates shortlisted for personal interview would be paid to and fro AC I tier train fare as travelling allowance.
