Andhra Pradesh CM's unkept promises regarding libraries


HYDERABAD: Grandly announcing that he wanted to dispel the impression among people of the Old City that they were in any way less than those from other parts of town, chief minister N Kiran Kumar Reddy went on a foundation stone laying spree in June last year. Calling himself a 'Hyderabadi' he laid foundation stones for at least four projects, all of which have failed to take off.
The construction of an e-library in Barkas at an estimated cost of Rs 50 lakh during the Rachabanda programme is one such project which failed to fructify. GHMC officials said the existing structure which houses the library is in a deplorable condition and needs to be razed to make way for a new building which would house the conventional library and the e-library. But the AP Granthalaya Samastha (APGS) which manages the existing library is opposing this proposal tooth and nail.
Sources from the GHMC and APGS said that the contention of the latter is that the land was registered in the name of the library and therefore, the GHMC cannot take up any construction on the land. It was reported in these columns in April this year that it was decided that APGS would take up construction and management of the library. However, as the dispute between the two bodies remained unresolved, GHMC decided to take up the construction on a separate land and is now eyeing other land parcels in the area for the e-library. Ayesha Rubina, GHMC co-option member, said, "All attempts to reach an amicable solution with the APGS have failed. Though a formal proposal is yet to be made, we have identified around 350 square yards of land near the community hall in Barkas." However, sources noted that with local politicians and other departments unofficially vying for possession of the new land parcel, alienation was a tough task.
The National Academy of Construction's (NAC) Advanced Skills Training Institute in Naseeb Nagar too was on the cards but incessant delays have left the project in limbo with not a single brick being laid. Training is being conducted in Owaisi School of Excellence in Jamal Colony. NAC officials said that more than two months have passed since files were handed over to the R&B department.
Kondal Rao, assistant director, NAC said, "All plans, drawings and technical sanctions are with R&B department. We are waiting for their response."
In need of respite from traffic woes due to haphazard parking of vehicles on roads, the residents of Khilwat and officials of Chowmahalla Palace had breathed a sigh of relief when the construction of a multi-level parking complex was announced. More than 15 months later, the situation is the same. Officials from the GHMC have been claiming for the past three months that soil testing for the project has been done 'only fifteen days ago'.
While an impressive sum of Rs 4.5 crore was announced for the renovation of the Government Nizamia Tibbi College, walls and domes are still cracking or collapsing frequently. Officials from the unani college said that poor response to tenders was causing the delay. "It took seven years for promotions to be granted. But the building cannot wait that long.
Everyday chips from the ceiling fall off and cases of wall collapse are not infrequent. The authorities must restore the building soon or else the lives of patients and staff are at risk," an official requesting anonymity said.

Library digital plan in limbo


The district central library in the Maharanipeta area in the city, the biggest library in Vizag, has more than one lakh books on various subjects and subscribes to around 30 magazines a month but the digitisation project of the library is yet to see the light of day.

In Visakhapatnam, the Zilla Grandhalaya Samstha runs 72 libraries including five grade-1 and 51 grade-2 libraries. Libraries in the city are not able to meet the demands of readers in providing a better environment and infrastructure facilities due to inadequate funds.
Thota Nagesh, chairman of the Zilla Grandhalaya Samstha said that they had submitted a proposal to government for digitisation work of the district central library to attract more readers in the city but the proposal has been pending for various reasons including funds crunch. At present, classification of books according to category is done only in the registers, he added.
The library cess, the main source of income, which is collected by local bodies, including the Greater Visakhapatnam Municipal Corporation (GVMC) at the rate of 8 per cent of property tax, is not paid by local bodies to the Samstha. Nagesh said that the GVMC alone owes around Rs.18 crore towards payment of library cess. Sources said that government issued an order to ensure timely payment of library cess by local bodies through e-Seva centres, where the cess amount would be deducted from property tax paid by tax payers but the GVMC has not implemented the order.

Library@BITS Pilani Hyderabad Campus











Inaugurated on the 16th of December the 55,000 square feet library had his Excellency E.S.L. Narasimhan the Governor of Andhra Pradesh to cut the ribbon. Ceremoniously done at an auspicious hour of 4:40 the building was graced by the presence of the director of Bits Hyderabad Prof. V. S. Rao and other professors. The library, consisting of two floors, has natural ventilation and is Wi-Fi enabled. It has about 30,000 books and subscribes to a number of academic, scientific and research journals, number of e-books and e-journals as well. It also has a digital library with a good collection of e-books and e-journals as well. It also has photo copying facilities, apart from a large area for reference books.

This library is a green library that doesn't consume much energy as there is ample light. There is no need to switch on lights during day time. The library has thousands of books in electronic format and more are being added constantly. Access to this material is restricted to the students and faculty at the campus. Reserve a book in advance is one of the many additional facilities that can be availed here. New arrival display helps reserve books in circulation. The library is fully computerized and the catalogue of resources and books can now be accessed online from the hostel as well.

The library is the haven for every student during the exam time. The library if filled with students who absorbed in the astounding silence and the studious ambience created by the presence of books and the perfect amount of light maintaining the sanctity. Students enjoy this aura that the library provides them with. Also the air conditioning cooling up the summer's heat and making the temperature very study friendly. Even the not so studious students choose to come over to the library when the exams approach.

The strategic placement of the library, pretty close to the canteen also enables students to refresh themselves and get recharged. The comprehensive exam time is when the library remains open longer than the usual 11 P.M till about 1 A.M making it convenient for the students who can fruitfully utilize the extra hours in going through the previous papers or reference books. The fiction collection though a little thin fascinates me and happens to be one of my personal favourites'. The Grandh initiative by a few students supposed to collect more number of books in several categories can be used to increase the collection of the library. The magnanimous structure in all not only enlightens bright minds of the rocky nation called Bits Hyderabad but also is an architectural marvel and serves as a grand attraction to our campus.
