India may win patent claims due to Traditional Knowledge Digital Library: Manmohan Singh


HYDERABAD: India could win 105 claims on international patents due to its Traditional Knowledge Digital Library(TKDL), Prime Minister Manmohan Singh said here today, opening the high-level segment meeting at the Conference of Parties to Convention on Biological Diversity.
"We decided to build this knowledge database because of the patent on the use of neem extract in Europe and another patent on the use of turmeric as a healing agent. Since then, because of this database, over 1000 cases of biopiracy have been identified and over 105 claims withdrawn or cancelled by patent offices," he said.

The treasure trove of traditional knowledge should be used for the benefit of all humankind rather than for private profit, he said. In recent years, there has been concern that this public knowledge may become restricted in its use because of the application of the modern intellectual property system, he said.
India has tried a unique approach to protect its traditional knowledge by establishing a Traditional Knowledge Digital Library (TKDL), which promoted the objectives of the Nagoya Protocol on the issue of protection of codified traditional knowledge systems such as Ayurveda, he said.
The vast database created by India has 34 million pages of information in five international languages in formats easily accessible by patent examiners, he said.
He said that the government of India would continue to work to strengthen its institutions to record this knowledge, to value its science and to provide benefits to its custodians.
Multilateral agencies like the World Intellectual Property Organisation (WIPO) and some countries have approached India for assistance in setting up such libraries and the government would be happy to provide assistance, he told delegates from over 190 countries attending the CoP-11 of which India assumed presidency during the ongoing convention.
India's approach to protecting and promoting biodiversity has been guided by the belief that all three objectives of the Convention on Biological Diversity - conservation, sustainable use and sharing of benefits from the utilization of genetic resources - should receive adequate and equal focus, he said.
"This approach is the basis of India's Biological Diversity Act of 2002. The 2008 National Biodiversity Action Plan further identifies specific action points by various government agencies," he said.
Despite the pressure on land, India has more than 600 protected areas, covering approximately five per cent of the total geographical area, in a network of national parks, wildlife sanctuaries, and conservation reserves.
"We have special programmes for some high-profile endangered species like tigers and elephants. In 2010, the country level status assessment for tigers showed an increase in their number to an estimated 1706 from an estimated 1411 in the year 2006," he said.
He said that there was a need to look beyond large animal species and take a "more organic approach" towards conservation. Work has been initiated on a species recovery programme covering 16 identified endangered species including the snow leopard, hangul and lion. Such country-level efforts at preservation should be complemented by enhanced global collaboration to check wildlife crime, he said.

Union Minister of State for Environment and Forests Jayanti Natarajan said resource mobilisation was the most important "unfinished agenda" that was inherited from CoP-10 as "we could not succeed in adopting targets for resource mobilisation" as a means to achieve the Aichi Targets.
"I urge parties to CBD to agree to some measures, commitments and targets on resource mobilisation, even on an interim basis, to infuse confidence and generate momentum for implementation of Aichi Targets," she said.

Hyderabad: India has committed $50 million to strengthen the institutional mechanism for biodiversity conservation in the country and has also earmarked funds to promote similar capacity building in other developing countries, Prime Minister Manmohan Singh said on Tuesday.
Singh called upon countries to achieve the Aichi biodiversity targets set in 2010 at Conference of Parties to the Convention on Biological Diversity (CBD) meeting in Hyderabad.
“Despite global efforts, the 2010 biodiversity target(s) that we had set for ourselves under the Convention on Biological Diversity was not fully met. This situation needs to change. The critical issue really is how to mobilise the necessary financial, technical and human resources, particularly the incubation, sharing and transfer of technology,” he said, addressing delegates from 193 countries.
The Nagoya protocol to significantly reduce biodiversity loss, consists of 20 specific targets known as the Aichi biodiversity targets to be achieved by 2020. These include reducing the rate of loss of natural habitats by half, conserving 17% of terrestrial and inland water areas and 10% of marine and coastal areas, and restoration of biodiversity by up to 15%, among others. The United Nations declared 2011-20 as the UN Decade on Biodiversity to support and promote implementation of the Aichi targets.
India’s $50 million commitment coincides with the country’s presidency of the Convention on Biological Diversity (CBD) for the next two years. Singh said the amount would be used for enhancing the technical and human capabilities of the country’s national and state-level mechanisms in order to achieve CBD objectives.
Towards this, India recently ratified the Nagoya protocol, becoming the seventh country to do so. It signed the protocol in 2011. To make the Nagoya protocol legal, CBD needs at least 50 ratifications. Only 91 countries have expressed their commitment toward ratification so far.
“I would urge all the parties to do likewise because concerted global action is imperative and cannot brook any further delay,” Singh said. “In recent years, it has become increasingly more difficult to find common ground on environmental issues. This is, indeed, unfortunate given that there is today a much higher global awareness of environmental risks and concerns. It is this consciousness that should provoke us to greater action even as we cope with the pressures of the current global economic downturn.”
“We have a tremendous implementation agenda. What we need to do is mobilize our resources,” said Achim Steiner, executive director of the United Nations Environment Programme.
India’s Traditional Knowledge Digital Library, a database of 34 million pages of information in five international languages, is a step in the direction of complying with the Nagoya protocol, Singh said.
One of the objectives of the Nagoya protocol promotes protection of codified traditional knowledge systems such as ayurveda, yoga and unani medicine. Thanks to the database, more than 1,000 cases of so-called biopiracy have been identified and over 105 claims withdrawn or cancelled by patent offices.
“We believe that the treasure trove of traditional knowledge should be used for the benefit of all humankind rather than for private profit,” Manmohan Singh said.

“India’s ratification of the Nagoya protocol... sends a powerful message of support for this new legal instrument and its significance to many countries, particularly biologically rich developing countries,” said Braulio Ferreira De Souza Dias, executive secretary, CBD.
Environmental activist groups dismissed PM’s statements as “doublespeak”.
“(The government) drags its feet in amending the Biological Diversity Act to empower communities in protecting their natural resources and traditional practices, and fails to implement the provision of the Act that mandates protection of such knowledge,” said Ashish Kothari of the Pune-based Kalpavriksh Environment Action Group.
“Domestically, he displayed breathtaking hypocrisy,” said Vinuta Gopal, head of climate and energy campaign Greenpeace India. “While he was lavish in his praise of forest dwellers and the role they play in managing and defending the forests and biodiversity, describing these communities as the best friends of the forests, he made no mention of the fact that his mass coal expansion policies will leave tens of thousands of forest dwellers without homes and livelihoods, a fact emphasised with 54 coal blocks being lined up for auction that will lead to state-sponsored corporate plunder of the forests,” she said.
During his 17-minute speech, Singh identified biodiversity present in the “forests and fields” as a key to solving the global challenge of food security.
Singh also said India had embarked on species recovery programmes on 16 identified endangered ones such as the snow leopard, hangul and lion. “Such country level efforts at preservation should be complemented by enhanced international collaboration to check wildlife crime,” he said. India is home to 600 protected areas covering an approximate 5% of the total geographical area.

Andhra Pradesh CM's unkept promises regarding libraries


HYDERABAD: Grandly announcing that he wanted to dispel the impression among people of the Old City that they were in any way less than those from other parts of town, chief minister N Kiran Kumar Reddy went on a foundation stone laying spree in June last year. Calling himself a 'Hyderabadi' he laid foundation stones for at least four projects, all of which have failed to take off.
The construction of an e-library in Barkas at an estimated cost of Rs 50 lakh during the Rachabanda programme is one such project which failed to fructify. GHMC officials said the existing structure which houses the library is in a deplorable condition and needs to be razed to make way for a new building which would house the conventional library and the e-library. But the AP Granthalaya Samastha (APGS) which manages the existing library is opposing this proposal tooth and nail.
Sources from the GHMC and APGS said that the contention of the latter is that the land was registered in the name of the library and therefore, the GHMC cannot take up any construction on the land. It was reported in these columns in April this year that it was decided that APGS would take up construction and management of the library. However, as the dispute between the two bodies remained unresolved, GHMC decided to take up the construction on a separate land and is now eyeing other land parcels in the area for the e-library. Ayesha Rubina, GHMC co-option member, said, "All attempts to reach an amicable solution with the APGS have failed. Though a formal proposal is yet to be made, we have identified around 350 square yards of land near the community hall in Barkas." However, sources noted that with local politicians and other departments unofficially vying for possession of the new land parcel, alienation was a tough task.
The National Academy of Construction's (NAC) Advanced Skills Training Institute in Naseeb Nagar too was on the cards but incessant delays have left the project in limbo with not a single brick being laid. Training is being conducted in Owaisi School of Excellence in Jamal Colony. NAC officials said that more than two months have passed since files were handed over to the R&B department.
Kondal Rao, assistant director, NAC said, "All plans, drawings and technical sanctions are with R&B department. We are waiting for their response."
In need of respite from traffic woes due to haphazard parking of vehicles on roads, the residents of Khilwat and officials of Chowmahalla Palace had breathed a sigh of relief when the construction of a multi-level parking complex was announced. More than 15 months later, the situation is the same. Officials from the GHMC have been claiming for the past three months that soil testing for the project has been done 'only fifteen days ago'.
While an impressive sum of Rs 4.5 crore was announced for the renovation of the Government Nizamia Tibbi College, walls and domes are still cracking or collapsing frequently. Officials from the unani college said that poor response to tenders was causing the delay. "It took seven years for promotions to be granted. But the building cannot wait that long.
Everyday chips from the ceiling fall off and cases of wall collapse are not infrequent. The authorities must restore the building soon or else the lives of patients and staff are at risk," an official requesting anonymity said.

Library@BITS Pilani Hyderabad Campus











Inaugurated on the 16th of December the 55,000 square feet library had his Excellency E.S.L. Narasimhan the Governor of Andhra Pradesh to cut the ribbon. Ceremoniously done at an auspicious hour of 4:40 the building was graced by the presence of the director of Bits Hyderabad Prof. V. S. Rao and other professors. The library, consisting of two floors, has natural ventilation and is Wi-Fi enabled. It has about 30,000 books and subscribes to a number of academic, scientific and research journals, number of e-books and e-journals as well. It also has a digital library with a good collection of e-books and e-journals as well. It also has photo copying facilities, apart from a large area for reference books.

This library is a green library that doesn't consume much energy as there is ample light. There is no need to switch on lights during day time. The library has thousands of books in electronic format and more are being added constantly. Access to this material is restricted to the students and faculty at the campus. Reserve a book in advance is one of the many additional facilities that can be availed here. New arrival display helps reserve books in circulation. The library is fully computerized and the catalogue of resources and books can now be accessed online from the hostel as well.

The library is the haven for every student during the exam time. The library if filled with students who absorbed in the astounding silence and the studious ambience created by the presence of books and the perfect amount of light maintaining the sanctity. Students enjoy this aura that the library provides them with. Also the air conditioning cooling up the summer's heat and making the temperature very study friendly. Even the not so studious students choose to come over to the library when the exams approach.

The strategic placement of the library, pretty close to the canteen also enables students to refresh themselves and get recharged. The comprehensive exam time is when the library remains open longer than the usual 11 P.M till about 1 A.M making it convenient for the students who can fruitfully utilize the extra hours in going through the previous papers or reference books. The fiction collection though a little thin fascinates me and happens to be one of my personal favourites'. The Grandh initiative by a few students supposed to collect more number of books in several categories can be used to increase the collection of the library. The magnanimous structure in all not only enlightens bright minds of the rocky nation called Bits Hyderabad but also is an architectural marvel and serves as a grand attraction to our campus.

Chowmahalla Palace to house royal library


HYDERABAD: There is hectic activity going on at the Mahtab Mahal of Chowmahalla Palace. Inside the freshly painted gigantic mahal, staffers are busy unloading an array of timeworn books from the huge wooden trunks of the Asaf Jahi period. These books, neglected for over four decades, were recently shifted from the Nazri Bagh and Chiran Palace to Chowmahalla, their new home. Palace officials said that in about two months Mahtab Mahal will transform into a library with a rare and valuable collection of books belonging to the Asaf Jahi Nizams who loved literature and were poets themselves. They said that research scholars will now be able to turn the pages of history, literally.
The huge collection has been pooled in from the three Asaf Jahi palaces including Chowmahalla, Nazri Bagh and Chiran and belongs to the VI Nizam Mir Mahboob Ali Khan, VII Nizam Mir Osman Ali Khan and the titular Nizam Mukarram Jah. Manuscripts in Urdu, Arabic, Persian as well as an enviable collection of English books, a chunk of them from the United Kingdom, figure in the collection. Several volumes of Mir Osman Ali Khan's poetry are also a part of the assemblage. Officials said that the books are from all over the globe and that conservation works started about four months ago.
If the official estimates are to go by, there are 5,000-6,000 books covering diverse subjects but a considerable chunk deal with history, art and culture. Several Islamic books are also part of the massive collection.
Till a few months ago, much of the royal furniture adorned the Mahtab Mahal. Through this part of the palace, the conservationists had made an attempt to depict the opulent life of the Nizams.
It had a dining hall, living room, an English and Indian darbar apart from a bedroom. "The mahal has been converted into a library. This royal library is coming up in the palace with rare books dating back to the 16th century. A web directory is also being created," said G Kishan Rao, director, Chowmahalla Palace. Research scholars can make use of the facility, he added.
While there was a large collection of books at Falaknuma Palace as well, it has been converted into the Palace Library, a replica of the one at Windsor Castle, on the same premises.
Even this library at Falaknuma Palace is home to the rarest of manuscripts, books and one of the most acclaimed collections of the Quran in the country, all of which were selected by the Nizam himself.

Restoration of Hyderabad library to be delayed further

HYDERABAD: The already slow paced restoration of the State Central Library is set for further delay as the contractor executing the renovation work has sought a two-month extension raising the possibility of a prolonged discomfort for the readers and visitors at the library in the coming months.
Restoration estimated at Rs 2.33 crore was scheduled to begin in August 2011 and was slated for completion in August 2012. But the works did not take off until October last year. The slow pace of works had inconvenienced readers greatly as the library staff sought to accommodate them even as restoration was in progress. Efforts which seemed to have picked up pace early this year, have slowed down again with the contractor asking for a rework of estimates citing that they are dated by more than a year and costs have gone up.

According to officials of AP Educational and Welfare Infrastructure Development Corporation overseeing the restoration, works to the tune of only Rs 50 lakh have been completed of which Rs 35 lakh have been released. Currently roof and electrification works are nearing completion while a major portion of the exterior has also been renovated. But work is yet to commence in the expansive reading hall, the binding section and the stock section.
Library authorities told TOI that reader discomfort is currently negligible. "Until recently the leakage from the roof presented a problem. Now that has been addressed as slabs have been laid," said chief librarian Lalitha. When asked how the readers would be accommodated when the reading hall is taken up for renovation, she admitted that works there would cause discomfort and that library may be shut for a while. Library officials also expressed concern over lack of execution of works in an organized manner, indicating that any move to accommodate the readers may prove inadequate.
Sources close to the restoration project revealed that request for reworking estimates is only an alibi. The real problem, they say, is the shortage of skilled labor. "Working on heritage buildings requires experience and there are not many skilled hands available for such works. The contractor was chosen considering the firm's experience in handling such tasks. So he has to train workers for the task and ensure that adequate hands are available to complete the work on time. To complete the work in another four months, four teams are required. If work goes on this way, it cannot be completed even by October."
When contacted, the contractor V Babu of Babu Associates maintained that the estimates required reworking as they do not reflect the ground condition. "The work on ground is deviant from the original estimate prepared. The requirement for material has gone up and some changes were also desired by the library authorities. Even if the total cost of the work does not increase by much, there is a need to rework and get it approved. This may also change the requirement for labor. Work can pick up pace only after the necessary sanctions are given," he said.

Barkas to go tech-savvy, works for e-library to start soon (Hyderabad)



HYDERABAD: Winds of change are being felt in several Old City areas and Barkas is no exception. Though development had taken a backseat in Barkas for decades, things are all set to change. A swanky e-library is on the cards in this neighbourhood where more children, both boys and girls, are now going to schools and colleges than in the past.


Locals, the Arab-Indian populace of Barkas, share that they are indeed witnessing the change taking place. "We don't have the statistics. But we can tell you that now we have engineers and doctors and other professionals from this locality," Khalid bin Abdullah, a middle-aged businessman, said.



It was in 2011 that the residents of Barkas voiced their demand for a library. A survey by local leaders in collaboration with civil society organizations of 2000 households conducted in the area shed light on the demands of the residents. Among those was a demand for a new library with facilities for the tech-savvy youngsters of the area. When chief minister N Kiran Kumar Reddy visited Barkas last year during the Rachabanda, foundation stone for the e-library was laid. But the proposal has taken a year to finally translate into work.



Ayesha Rubina, GHMC co-option member associated with ward development in Barkas, said that work on the library would be starting soon. "Earlier it was not clear if GHMC officials or the officials of the Directorate of Public Libraries would take up the work. That has now been resolved. The officials of the libraries department are set to take up construction and management of the library at an estimated cost of Rs 50 lakh. Work is likely to begin in two weeks," she said. It would take about a year for the new library to start functioning, she added.



The new library will come up in the vicinity of the Barkas football ground where an old library exists. For decades now, the residents of Barkas, Chandrayangutta and surrounding areas have had to contend with the existing library which is in a crumbling state with the books in dire need of restoration.



Rubina said that the new library is expected to start operations with 15 computers and access to online library database.



"We have few tentative plans as to how the e-library would function under the aegis of the public libraries officials but the details will be worked out after the infrastructure is in place. More books will be procured and restoration of old books will also be considered," she said.

Restoration delay leaves state library exposed


Come monsoon, and there is a high possibility that parts of the decades-old State Central Library at Afzal Gunj may cave in. With its huge halls and high ceilings, the Osmanian-style edifice is now left to the vagaries of nature, as its restoration project seems to have hit a roadblock. The structure, constructed in 1936 after the library was moved from the old General Post Office building at Abids, is now a just shadow of its glorious past.
The signs of incomplete work are visible all over, with the walls chipped off and the roof left exposed for want of re-plastering. And with the restoration work stopped midway, a hard spell of rain might lead to water seepage, weakening the imposing structure, Ms Anuradha Reddy, of Intach, warns. “The interest of the building is paramount,” she stressed. “I have seen the progress of work, and it is anyone’s guess when the roof will be re-plastered.” With the monsoon less than two months away, she said, there was a danger of collapse — a concern shared by several other experts as well.
Mr Kedarnath, a regular visitor to the library, said: “It is a pity such a magnificent structure is in such a condition.” The AP Educational and Welfare Infrastructure Development Corporat-ion had awarded to Babu Associates the contract for the project after tenders were called in April 2011. The restoration work, estimated to cost Rs 2.33 crore, was scheduled for completion within 12 months.
“Works were taken up last year and should have been completed by now,” C.H. Pulliah, director, public libraries, said. However, Mr Babu, the contractor, said the authorities did not hand over the library site in time, which primarily had led to the delay. Besides, he claimed, “We needed to make certain deviations from the original plan in tune with the revised rates.” APEWIDC executive engineer K. Murthy admitted that there was a delay in the work. “I will visit the site on the last week of April, and if there is no satisfactory progress, appropriate penalty will be imposed on the contractor,” he said

QUALIFICATIONS & EXPERIENCE: For Direct Recruitment-
A. ESSTENTIAL:
a)       A First or Second class Masters Degree in Library Sciences.
b)       Minimum work experience of 5 years in Library Management.
For Transfer on Deputation:-
a)       Persons under  Central / State Governments / Universities / Recognized Research Institutions / PSUs / Statutory Boards or Autonomous organizations of Central and State Governments
b)       Holding analogous posts on regular basis or
c)       With five years of service in the Post having Grade Pay of Rs.4,200/- or above
d)      Possessing qualifications mentioned above in Essential for direct recruitment and however two years relaxation from total of 5 years in case of deputationists.

DUTIES OF THE POSTS
LIBRARY AND PUBLICATION OFFICER:
Knowledge in:
1)       To manage the library and undertake the publication activities of NIPHM
2)       To manage and responsible for maintaining Library activities
3)       To undertake and upkeep the books, publications, Journals upto date.
4)       Subscribing,  renewing the periodicals & articles through online E-Journals
5)       To maintain and manage the integrated Library system
6)       To maintain the library related databases like OPAC (Online Public Access Catalogue), LIBSYS, LIBTECH etc.
7)       Having knowledge in E-learning, Ditigial/virtual library, online database searching, knowledge management and CD-ROM data base searching.
8)       Having sound knowledge in Library Automation, Networking, Administration, Consortia of libraries, procurement of Books, Bill passing etc.

GENERAL TERMS AND CONDITIONS FOR ALL THE POSTS:–
  i.      Age limit will be reckoned with reference to the closing date for receipt of the applications.
ii.      Relaxation in upper age limit as per Government of India orders.
iii.   As per the existing Rules relating to Reservation all the posts advertised above fall under unreserved category and hence open to all. The Rule of Reservation is not applicable in the case of deputationists. However, subject to availability, eligible candidates belonging to reserved categories will be duly considered as per rules in force.
iv.      The Medical facilities applicable to government employees will be extended to the deputationists.
v.      In the case of direct recruitment the selected candidates will be governed by the New Pension Scheme, 2004, Govt. of India.
vi.      The Probation period for direct recruits will be Two years as per the rules in force.
vii. The positions of Research Associates is for contractual engagement in the Institute purely on temporary basis
