The Central Library of University of Petroleum and Energy Studies (UPES), Dehradun, will organize a three-day National Workshop on Library Automation using Open Source Integrated Library Management (ILMS) Software KOHA during November 6-8, 2014. The workshop will be of immense benefit to Library and Information science professionals working in different types of libraries and information centres and  knowledge centres, LIS faculty,  Research  scholars, students, all stakeholders interested in LIS activities including IT professionals.

Workshop director, Dr. ARD Prasad is an eminent Library & Information Science expert and he is currently Professor  & Head, Documentation Research & Training Centre (DRTC), Indian Statistical Institute, Bangalore. DRTC is one of the pioneer institutes in Library Science education in India with a very strong research program founded by Dr. S.R.Ranganathan-Father of Library Science in India. Dr.Prasad is an eminent scientist in the field of Library and Information Science. He is also the member of National Mission on Libraries; National Knowledge Commission and member of UGC Curriculum Development Committee formed by Govt. of India. Currently he is involved in European Commissions FP7-FET project on Living Knowledge.

Informatics and IIT Bhubaneswar celebrate Librarian's Day through a One day seminar on Digital Library and Journal Discovery

Dear All,

Informatics Publishing Limited, in collaboration with Indian Institute of
Technology Bhubaneswar, is pleased to announce a Seminar on Digital
Library and Journal Discovery on the occasion of Librarian's Day (12th
August 2014). The event will also witness the launch of the Digital
Archives (1964-2011) of the SRELS - Journal of Information Management on
this occasion of the birth anniversary of Dr. S R Ranganathan - the Father

The one day seminar at IIT Bhubaneswar will focus on Digital Library and

Transforming India with e-learning

Summary
E-learning initiatives such as A-VIEW 3.0 can enable any institution that provides higher education to link teachers and students for virtual classroom lessons.

The world’s largest democracy recently witnessed what is now labelled as the biggest election in its history. Interestingly, for this particular election cycle, political parties were more vociferous than ever before, in their cries for finding better solutions to further enhance the national human capital talent pool. The ensuing debate amongst political leaders as to which methods could address and reduce the supply gap of qualified white collar and blue collar workers, points to a number of areas that include e-learning.

India is characterised by a rapidly growing economy, significant business expansion, and what is projected to become the world’s largest workforce. However, today, employees across both the private and public sectors, especially personnel in the Union and state governments, are facing critical challenges that require immediate access to a wide range of professional and technical skills.
At the same time, pressure to meet deadlines, deliver quality output and control spending have never been more severe. Hence, political advisors are increasingly pointing to technology and how it can eradicate the ills currently plaguing the business sector in the country.

Only recently, the President of India, Pranab Mukherjee, said that the new Narendra Modi-led government will work for digitisation of its records, establish Wi-Fi zones in critical public areas, and use social media as a tool for participative governance, paving a way to what he calls “Digital India”.
Additionally, in November 2012, the President also launched a special e-learning initiative, called A-VIEW 3.0, which would enable any institution that provides higher education to link thousands of teachers and students for virtual classroom lessons. Optimum use of new technology and e-learning to drive re-engineering of government processes to improve service delivery and programme implementation will take Indian governance, education and government employees to a new level altogether.

A stronger and robust internet ecosystem, digitisation of textbooks, eBooks, and videos could help potential employees as well as current ones gain the best out of the learning process.

Corporate India, specifically, has embraced e-learning and is seeing it as an effective platform to onboard, train and up-skill their employees, keeping staff up-to-speed with industry changes and certification demands, while enriching their professional and personal development at the same time. E-learning, apart from helping employees and organisations remain competitive in a dynamic and fast-paced marketplace, is also widely credited for contributing to talent retention.

The new Indian government must push to ensure that all government employees are trained in the use of IT and understand its importance in the workplace. While some state governments in India have already taken a step in the right direction, many are still to follow their lead.

In Rajasthan, for instance, to ensure that all government employees benefit from various e-Governance projects, computer training programmes are being conducted at district level with their IT Gyan Kendra. This is an effort deemed necessary to provide high quality education, including better connectivity, computer skills and coordination amongst all educational institutions and universities and the state government. Other states could learn something from this and look at how they could implement something similar in their own region.

As a further precedence, the NDA-led government needs to recognise the plethora of opportunities e-learning offers the nation.

India Inc may well see a comparable shift where productivity increases and the knowledge pools expand. This, in turn, will allow our corporate sector to thrive over the long run and thereby propel our national economy in a more prosperous direction.

IIT Kharagpur working on National Digital Library

Seeking to create a national online educational asset for students
interested in research and innovation, the IIT Kharagpur, recently put
forth a proposal to form a NDL to the Ministry of Human Resource
Development.

Seeking to create a national online educational asset for students
interested in research and innovation, the Indian Institute of Technology
(IIT) Kharagpur, recently put forth a proposal to form a National Digital
Library (NDL) to the Ministry of Human Resource Development.

The MHRD not only approved of the project, but also granted Rs. 100 crore
for the project to be kick-started by the IIT Kharagpur, one of the premier
tech institutes in the country. This was announced by institute's director
Partha Pratim Chakrabari at the 60th convocation ceremony in July-end.

Talking to *The Hindu *over phone, one of the core team members who ideated
the NDL Partha Pratim Das said the project's main aim was to create a
knowledge base for students of all ages, especially for those interested in
research.

"Every university has its own digital archive of its intellectual output
and syllabus, known as the Institutional Digital Repository (IDR), whose
access is limited to the university's own staff and students. The NDL is
modelled on the IDR, but will consist of IDRs of several universities and
any student will be free to access it. For instance, a student of IIT
Madras will be able to access study material of a specialisation taught
exclusively at IIT Kharagpur. The NDL aims to streamline IDRs and other
study material into one common online," Prof. Das, also a professor of the
computer and engineering department, said.

Except for copyrighted content, the data will mostly be available for free.

While the NDL is a relatively new concept in India, it has already made its
appearance in most universities in the west. The content for the NDL will
be derived from institutes of all types of specialisations and will include
school-level study material as well.

The multi-faceted project would start by incorporating digital content of
about 50 institutions at the primary level, keeping the next target at
about 100 institutions.

Another focus of the project is to create e-content, comprising video
lectures, interactive questions and answers and books, in multiple
languages.

Stating that 'a lot of activity is planned in vernaculars', Prof. Das said:
"Initially, the knowledge base will be created in English. We will
gradually include vernaculars and create a multi-lingual interface so that
students from across India can freely access it without facing a language
barrier," Prof. Das said.

The brainchild of a four-member team will be launched in 18-21 months and a
prototype will soon be launched to test the project's feasibility. About
100 courses will be launched at a preliminary level.

Headed by Prof. Chakrabarti, the proposal was worked on by professor in
charge of the institute's central library Subrata Chattopadhyay, professor
of the computer and engineering department Sudeshna Sarkar and librarian of
the central library B. Sutradhar along with Prof. Das.

Keeping in mind the evolving technology, plans are on to make the interface
available across all platforms -- cell phones, tablets and laptops. Content
will also be developed keeping in mind the needs of differently-abled
students.

Formulation of New National Policy on Education by Govt. of India and Library System

Dear Library Professionals,
The Govt. of India is proposed to formulate new National Policy on Education to meet challenges posed by lack of quality, research and innovation in our educational institutions. The present National Policy on Education 1986, as amended in 1992, has been the guiding document for the policies of the Central Government in the education sector.

Post: Librarian
Qualification: 
(i) Degree from a recognized university or equivalent
(ii) Bachelor's Degree or equivalent diploma in library Science from a recognized University Institute or equivalent and
(iii) One year certificate in computer application from a recognized institute or equivalent.

Age Limit: As on 1st July 2014
Not exceeding 30 year
