Request to Deputy Librarians working in Universities

Dear Professional Colleague,
 
The newly constituted UGC PRC has invited suggestions from various stakeholders. One path breaking recommendation of the last UGC PRC of 2006 regarding Deputy Librarians remains unimplemented and we may express our joint concern in ignoring this vital recommendation by those who prepared the implementation note of the report. "Deputy Librarians and Deputy Directors of Physical Education may be considered for promotion to Librarian and Director of Physical Education respectively under CAS on lines similar to and under conditions of eligibility similar to those of Readers seeking promotion to the post of Professor. Senior most Librarian and senior most Director of Physical Education may be re-designated as Chief Librarian and Chief Director of Physical Education respectively." Sixth Pay Review Committee Report, Section 5.15.2: Promotion under CAS for Deputy Librarians and Deputy Directors Physical Education, Page 88-89. 
 
The same recommendation is further stressed on page 109 of the same Report. Many teachers of universities get higher positions of Associate Professor and Professor through career advancement than through open recruitment due to limited number of vacancies in higher positions for open posts. The qualifications prescribed for the entry level posts of assistant professor and assistant librarian insist for pass in UGC NET (National Eligibility Test) or Ph.D. degree. Assistant librarians are now provided options to reach assistant librarian (senior scale) and deputy librarian through CAS like that for an Assistant Professor to reach the posts of assistant professor (senior scale) and associate professor. The option for associate professor to reach the post of Professor through CAS is not extended to deputy librarians. 
 
This should be granted due to the academic equivalence of these positions, similarities in recruitment policies and comparable academic nature of work. Requesting all Deputy Librarians to bring this to the notice of new UGC PRC by accessing
