Century-old furniture sits in library

CHANDIGARH: Some of the most precious possessions of Panjab University brought to India after Partition are the century-old furniture items treasured by it.

As PU completes its 65 years post India's Independence, there are several prized heirlooms that it has which it carried here from its original building in Lahore. A treasure house of ancient furniture is being kept and preserved at PU's A C Joshi Library which is more than 100 years old. Originally brought from Lahore in Pakistan during Partition, this furniture travelled to Shimla and Hoshiarpur, before it came to its current location.

The library has two rare pieces of cupboards and certain old-fashioned tables of immense aesthetic and historic value, claim the PU library staff.

This furniture was initially kept at the United Services Club Chalet, a defence people's building in Shimla built by the British. There had been several proposals in the past to reserve a separate room for this furniture, which is currently kept in the rare books section and the librarian's room, but no headway was made in this direction.

'Maintenance requires skill'

Some of the most precious possessions of Panjab University brought to India after partition are the century-old furniture items treasured by it.

As PU completes its 65 years post India's Independence, there are several prized heirlooms that it has which it carried here from its original building in Lahore.

"In the defence building in Shimla, two rooms were set aside for the PU library and this rare furniture. Later during the 1970s the furniture was brought to PU," said an official of the library staff. Articles written about this furniture available in the PU library give details about it and how it travelled to various places, during which time, some of it even got damaged. The library staff point out that the furniture is rich in aesthetic value and its maintenance has to be done in an intricate manner.

The hallmark of this furniture is its strength and stylish looks. The tables have a copper top, giving these a distinguished look.

PU library to digitise PhD theses, insist on soft copy of new research

 By:-Snehil Sinha

Chandigarh The A C Joshi library in Panjab University is all set to digitise and convert all the PhD theses that it has stored in hard copy format. The new researches will also now be accepted only along with a soft copy of it. According to the library staff, a grant of Rs 25 lakhs from the PU funds was allocated, in principle, for this purpose, by the previous vice-chancellor, R C Sobti, before the completion of his term about three months ago.
The proposal is now awaiting final approval by the Finance Committee. The finance development officer is to decide upon a suitable date to call for a meeting and make final decisions on the sanctioning of the grant.
The A C Joshi library has a record of over ten thousand doctoral theses, in print format. The plan is to procure equipment and staff to convert these into digital soft copies. The librarian, Raj Kumar, said, “We will try to get the work outsourced once the grant is sanctioned, so that it gets done faster.”
Equipment will be procured to scan and convert the theses into pdf format and then a software will also be acquired for character recognition within the scanned files. This will be done so that keyword search in these files are possible.
According to the Dean University Instructions, Bhupinder Brar, “The process of digitisation is a step ahead towards using technology to prolong the lives of these researches. However, it can lead to an increase as well as decrease in plagiarism.”
He said that while it will become easier to copy and paste material, it will, at the same time, become easier to detect such an act.
In a similar manner, the process of saving digital copies of rare manuscripts and books had been initiated at PU about seven years back. A scanning camera was gifted to the library by an alumni in 2005. Since then, 744 manuscripts, out of a total of 1492, have been able to be scanned and saved electronically.
Raj Kumar said, “We don’t have much manpower and this work requires great precision. Many of these manuscripts are thousands of years old and one needs to be very careful with scanning each page at a time. It is a lengthy and cumbersome process which is why it is taking time. Besides only one person can do it as there is just one machine.”
A proposal of 1 crore, for the same purpose, was sent to the University Grants Commission (UGC) about a year ago.
However, when no response was received from there, the University decided to initiate the process itself, at a more modest level and the VC gave his nod to the 25 lakh project.
PU might also soon be a part of a UGC project, Shodhganga, a web portal of Information and Library Network (INFLIBNET), to make all its theses available online. However, this project is still in the pipeline and a panel meeting is to be held before a Memorandum of Understanding can be signed between PU and UGC.
INFLIBNET Centre is an Autonomous Inter-University Centre (IUC) of UGC, involved in creating infrastructure for sharing of library and information resources and services among Academic and Research Institutions and works collaboratively with Indian university libraries.

Special reading section for blind children opened at State Library, Chandigarh

Chandigarh In a move to offer a learning platform to the visually impaired children in the city, the UT Administration has set up a special reading section in the State Library, Sector 34.
The reading corner has been set up for these children inside the reading hall of the library. The technical set-up at the reading section works in a manner that whenever a page is flipped on one side of the machine, the softare reads out the contents of the book for the student.
Braille has also been installed for the students who wish to type anything on the computer. “There is a software called JAWS which transforms a computer into a speaking machine. Whatever is being typed by the student on the braille keyboard, the software reads it out to him,” said K R Sood, principal of the Blind School, Sector 26.
The system has already been in use in the Blind School for the last couple of years. “Technology has taken away the limitations of the specially abled children. The blind students are much more self-sustained now,” said Sood.

Day after inauguration, RTI library gets 50,000 documents

Chandigarh A day after its inauguration, the RTI library has received around 50,000 documents pertaining to information demanded by various individuals and institutions under the Right to Information (RTI) Act.
Located at the Lala Lajpat Rai Bhawan, the open library will be functional from July 1. The process of document collection is underway and binding work has also begun. The Citizens Voice and RTI Users Association is spearheading the development of the library in association with Servants of People’s Society.
“It has been prescribed in the Right to Information Act that all the information disclosed by the government has to be catalogued for public consumption. But if the government is not doing so, we will have to do it,” said Hemant Goswami, chairperson of Citizens Voice.
According to Goswami, there was a lot of information that had been requested through the RTI Act in the past seven years, but they were lying with individuals and not available in the public domain.
Goswami added that for researchers and journalists, the library would assume special significance as all the information would be easily accessible under one roof. All the documents would be kept on a dedicated floor, but an e-library would also be created.
“We have developed a special classification system - Indian Information Documents System - consisting 15 characters. The first nine characters will tell the name of the ministry, the specific subjects, the state and the district of the given information. The last five digits will specify the year and the reliability of the document, depending on whether it is an original document or a photocopy,” said Kulwinder Kaur, library assistant at Dwarka Das Library.
“Information is a modern tool. With this library, anyone can keep abreast of the latest information. The strength of the initiative will be its replication. If there are people who want to manage a similar library at their own level, we will be happy to provide assistance and share the classification system,” said Onkar Chand, Chairperson of Servants of People’s Society.
“RTI queries are not only filed by full-time RTI activists, but also by common people. However, they don’t have the means to present it to the public. I have filed a number of RTIs for various reasons, but the information received is very limited. With this library anyone will be able to access such information,” said Neeraj Katni, who runs a tuition academy in Panchkula.

Chandigarh gets Asia’s first RTI library

CHANDIGARH: If you wish to see, possess or deposit papers related to the Right to Information (RTI) Act, then here is good news for you.
