Vikram Sarabhai Space Centre (VSSC) is the largest establishment under the Indian Space Research Organisation (ISRO), Department of Space, Government of India. VSSC is engaged in the development of Sounding Rockets, Launch Vehicles, Spacecraft Subsystems and other Space related fundamental research activities. VSSC is the lead Centre for carrying out all the major Launch Vehicle Projects of ISRO such as PSLV, GSLV, GSLV MkIII, Re-usable Launch Vehicle (RLV), Space Capsule Recovery Experiment (SRE) and advanced missions such as Inter Planetary Missions, Manned Mission, First Indian Moon Mission (Chandrayaan-1) etc. The multi-disciplinary responsibilities entrusted with VSSC offer challenging career opportunities to bright and result-oriented Graduates/Post Graduates in Engineering/Science, who are capable of executing time-bound, state-of-the-art tasks of national importance in various positions. General Conditions/Instructions:

  1. The posts are temporary, but likely to continue.
  2. THOSE WHO POSSESS THE REQUIRED QUALIFICATION AS ON THE LAST DATE OF APPLICATION ONLY NEED APPLY.
  3. Age limit a) For Post Nos.1208 is 30 years as on 14.05.2012, 33 years for OBC and 35 years for SC/ST candidates. Ex-Servicemen & Persons With Disability (PWD) are eligible for age relaxation as per rules.
    b) For Post Nos.1199 to 1207 is 35 years as on 14.05.2012, 38 years for OBC and 40 years for SC/ST candidates. Ex-Servicemen & Persons With Disability (PWD) are eligible for age relaxation as per rules.
    Note: Children/family members of those who died in the riots of 1984 will be given preference in recruitment by giving necessary age relaxation as applicable.
  4. As on date, approximate salary for the post in the pay band of ` 9300-34800/- + Grade Pay ` 4200/- is ` 24,000/- per month and for Grade Pay ` 4600/- is ` 30500/- per month.
  5. For technical posts, the Organisation has a progressive HRD policy and provides an excellent growth potential for the right individual through its periodical merit based performance review system (called Merit Promotion Scheme) de-linked from availability of higher post, by which the staff can be evaluated for the advancement of their career in the Organisation
  6. The Organisation provides medical facilities (Contributory Health Service Scheme) for self and dependants, free transport facilities/transport allowance, subsidised canteen facilities, housing accommodation subject to availability, in addition to the facilities available to the other Central Government Staff. The Centre has a well-maintained Central School and a well-stocked Library that provides an excellent opportunity for professional development.
  7. At present the place of posting is VSSC, Thiruvananthapuram, but the selected candidates are liable to be posted in any of the Centres/Units of the Indian Space Research Organisation/Department of Space situated anywhere in India as and when required.
  8. Candidates will have to produce proof of the details furnished in their applications submitted on-line as and when required.
  9. Candidates belonging to SC/ST/OBC have to submit attested copies of latest caste/OBC (non-creamy layer) certificate issued by the Competent Authority in the prescribed format applicable for reservation in jobs under Government of India. In respect of OBC candidates, reservation will be available only to candidates, who do not fall in the Creamy Layer. OBC certificate must specifically include the clause regarding exclusion from Creamy Layer and should be updated/valid at the relevant point of time i.e. at the time of submission of application form for the above post. OBC candidates must, therefore, furnish valid and updated OBC certificate which should specifically include the clause regarding ¿Exclusion from Creamy Layer¿ in order to be considered against the posts reserved for OBC
  10. Only short-listed candidates will be called for Written Test/Interview as the case may be. Candidates called for Written Test/interview will have the option to answer the questions in Hindi also.
  11. Outstation candidates called for Interview will be paid to and fro Second Class Railway Fare by the shortest route including reservation/sleeper charges on production of proof of journey such as Railway Tickets/Ticket Number or Bus tickets, etc. If the candidates travel in a higher class of accommodation than the one prescribed, only Second Class rail fare excluding the reservation charges/sleeper charges will be paid.
  12. The Centre reserves the right not to fill up any of the posts, if it so decides.

  14. No interim correspondence will be entertained.
  15. Canvassing in any form will be a disqualification.
  16. HOW TO APPLY

      To finally submit your application, click on "CONFIRM" button. On successful application, your registration number will be displayed on screen and an e-mail will be sent to you. Note down your Registration Number and keep in a safe place. This would be required for checking the status of your application in future.

General Instructions to the Candidates
  1. All the above posts are as per the Central Government pay scales and carry other allowances benefits as admissible to Central Government employees of the respective scale posted in Kolkata/Mohanpur.
  2. These posts will be covered by New Pension Scheme of Govt. of India and will be eligible for other benefits like Medical, LTC, etc. as per the Institute norms.
  3. The qualification prescribed should have been obtained from recognized Universities/ Institution.

  13. The Institute employee will be on probation period of one year from the date of joining, which can be extended for further period of one year, if deemed necessary. On successful completion of probation the Institute employee will be confirmed. However, during the period of probation the employee's services are liable to be terminated at any time without assigning any cause with one month's notice or on payment of one month's basic pay in lieu thereof.
  14. Other conditions of service will governed by GOI norms/ IISER Kolkata relevant Bye-Laws, Rules and orders in force from time to time.

History of Guinness Book of World Records


The 55-year history of Guinness World Records began with a single question, the type of question that has been repeated millions of times at dinner parties, pubs, kitchen tables, classrooms and work places across the globe.
During a shooting party in County Wexford, Ireland, in 1951, Sir Hugh Beaver – then Managing Director of the Guinness Brewery – asked a simple question: what was Europe’s fastest game bird? Despite a heated argument and an exhaustive search within the host’s reference library he could not find the answer.
Sir Hugh realized that similar questions were going unanswered all around the world, and that a definitive book containing superlative facts and answers would be of great use to the general public. With the help of the London-based fact-finding twins Norris and Ross McWhirter, he soon set about bringing this definitive collection of superlative facts to reality. On 27 August 1955, the first edition of “The Guinness Book of Records” was bound and, by Christmas that year, became Britain’s number one bestseller.
Over the intervening years, copies of The Guinness Book of Records – later renamed Guinness World Records – have continued to fly off bookshop shelves. During this time, it has become clear that, to our readers, a world record is more than a simple fact: it’s a means of understanding your position in the world… a yardstick for measuring how you and those around you fit in. Knowing the extremes – the biggest, the smallest, the fastest, the most and the least – offers a way of comprehending and digesting an increasingly complex world overloaded with information.

IGNOU to set up a library for competitive examinations

It will be established at its regional centre at Sikkander Chavadi
A well-stocked library, exclusively for candidates preparing for competitive examinations, is being set up in the Regional Centre of Indira Gandhi National Open University (IGNOU) at Sikkander Chavadi here.
The study material of various courses offered by the university, which are considered helpful for competitive examinations such as for the Civil Services, will be available in the reference library.
M. Shanmugham, IGNOU Regional Director, Madurai Regional Centre, told The Hindu on Tuesday that the library would have books on various subjects which were prepared by the university and in great demand. “Since our study material are given only to students pursuing IGNOU courses, we thought of creating a library with a good collection of books so that others who are preparing for Civil Services or any other competitive examination shall also benefit,” he said.
The free library would be ready by July when the new academic year session begins. “We have collected the study material and sent them for binding. IGNOU's resource material on subjects such as public administration and history is popular. They are not available in the open market,” Dr. Shanmugham said.
Candidates who want to visit the reference library must show proof of registration or identity card for having applied for a competitive examination. The admissions for July session (2012-13 academic year) would begin in the next few days and go on till June 30. “We are taking several steps to increase the student enrolment for our courses. At the same time, our focus is also on employability and hence skill-based programmes are our priority,” he added.
Student support services were being enhanced in the Madurai region so as to create a good link between students and the university.

A Tale of Two Libraries

Believe it or not, The Simsbury Free Library and the Simsbury Public Library are, in fact, two separate libraries.
If you've lived in Simsbury long enough, you might remember spending time browsing through books and magazines in a familiar yellow brick building prominently placed along Hopmeadow Street.
The Simsbury Free Library, the town's first public library, was for a long time the only game in town. These days, Simsbury is a two-library town and the Simsbury Free Library Board of Trustees and Executive Director Amy Zeiner are now working to reintroduce the library and its historical significance to the community.
"We're an under-utilized town assett," Board of Trustees Chairman James Flynn said.
Whether it's a genealogical research project, an afternoon movie, an engaging book discussion, a speaking event or just a visit to see some historic artwork, the Simsbury Free Library wants residents to know about the programs available inside the building know by some as "The Gracious Yellow Lady."
"We have a beautiful building.  We have a great facility, and it belongs to the town and everyone here.  All of the citizens should be able to use it." board member Tara Willerup said.
The Simsbury Free Library was founded in 1874 and was designated as the "free" library to distinguish itself from the common subscription-based libraries of its time. The library was formed by a group of citizens and endowed by a generous grant from Simsbury native Amos R. Eno, a successful financier in New York City, according to board chairman James Flynn.
The library was originally housed in the Hopmeadow District School until it was moved to its current location in 1890, Flynn said.
In 1970 the town assumed the responsibility of operating the public library and in 1986 moved the library to the new Simsbury Public Library building down the street.
The Eno Trust document specified that the building must be used as a public library and the board of trustees decided to utilize the historical research collections that remained in the building after the opening of the new library.
The Simsbury Free Library then became the home of the Genealogical and Historical Research Library and has since added many additional resources for its members.
"That was for a long time the main function that was carried out in this building," Flynn said.
Now that the majority of genealogical research is done online, members of the Simsbury Free Library have access to the library edition of Ancestry.com in addition to the traditional resources.
The library also provides a home for the William Phelps Eno Memorial Center and the Ensign Bickford Corporate Archives. The Phelps Center was entrusted to the library by the Eno Transportation Foundation, headquarted in Washington, D.C.
"The building itself is worth the trip," Flynn said. "The building is on both the national and state registry of historic places."
Although the library is no longer a “free” library, members benefit from the unique resources, collections, and special events and activities offered there. A membership to the library costs $20 annually. Day passes are also available for $5. Special events and activities cost $5 for members and $10 for non-members.
Executive Director Amy Zeiner said she hopes the community will begin thinking of the library as a place for activities as well as research.
“When you’re looking for something to do, look on our calendar, sign up for our email newsletter,” Zeiner said.

     लोढ़ी काशी के नाम से पहचाने जाने वाले बांसवाड़ा शहर में वेद अध्ययन केंद्र ((सेंटर ऑफ एक्सीलेंस इन वैदिक स्टडीज)) की स्थापना को लेकर डिटेल रिपोर्ट तैयार की जाएगी। 
साथ ही बांसवाड़ा में वेद पुस्तकालय की स्थापना की जाएगी। उक्त जानकारी मोहनलाल सुखाडिय़ा विश्व विद्यालय, उदयपुर के प्रो.डॉ. नीरज शर्मा ((हेड ऑफ डिपार्टमेंट संस्कृत व सदस्य राजस्थान रा'य संस्कृत सलाहकार बोर्ड)) ने भास्कर से बातचीत के दौरान दी। उन्होंने बताया कि इससे क्षेत्र के साथ पूरे देश के लोगों को इसका लाभ मिलेगा।

उन्होंने बताया कि विश्वविद्यालय के वाइस चांसलर प्रो. आई.वी त्रिवेदी के संरक्षण में करीब 10 करोड़ की लागत की परियोजना तैयार की जा रही है। उन्होंने बताया कि डिटेल रिपोर्ट तैयार होने के बाद आवश्यक कार्रवाई के तहत प्रस्ताव यूजीसी को भिजवाए जाएंगे।

इस संबंध में मोहनलाल सुखाडिय़ा विश्वविद्यालय, उदयपुर के वाइस चांसलर प्रो. आई.वी त्रिवेदी ने बताया कि बांसवाड़ा में सेंटर ऑफ एक्सीलेंस इन वैदिक स्टडीज स्थापित करने के मद्देनजर 15 बीघा जमीन उपलब्ध करवाने के लिए जिला प्रशासन को पत्र लिखा जाएगा। 
विद्वानों से लिया जाएगा मार्गदर्शन
प्रो. डॉ. नीरज शर्मा ने बताया कि परियोजना को सफल बनाने व उसके विस्तृत लाभ के लिए मूर्धन्य विद्वान मैसूर विश्व विद्यालय के प्रो. एम.ए. लक्ष्मी टाटाचार्य, संस्कृत विश्व विद्यालय जयपुर के वाइस चांसलर प्रो. रामानुज देवनाथन, प्रो.दयानंद भार्गव आदि का मार्ग दर्शन लिया जाएगा।

Shortage of staff, space retard development of State Central (Manipur)) Library

Imphal, April 27 2012: Even as concerted efforts have been made to restore the resplendency of the State Central Library from a state of almost a non-entity since it was razed to the ground seven years back, lack of staff and space for the building has posed as a hitch in speeding up the restoration efforts.
Established in 1958, the State Central Library had around 15,000 registered members before the building was reduced to cinders a few years back. The public libraries in the State suffered a setback with the burning down of the library, coupled with lack of initiative for constitution of a Library Directorate. No budgetary allocation in the planned and non-planned budget has also been made for the development of libraries, which is under the Art and Culture department. Sadly, the State Central Library has been maintained with a meagre resource from the plan and non-plan fund of the Art ana Culture department.
The State Central library has a standing structure near Thoubal Parking in Keisham pat area with several administrative sections like circulation section, reference section, journal section, binding section, technical section, processing section. Efforts have been made to add other sections like children section, senior citizen section and a section exclusively for women. However, the administration is hampered by shortage of regular staff as no replacement has been made for retired, expired and transferred staffs. It has been learnt that there are only 13 regular staff and 14 engaged and casual contract staff of the State Central Library.
Although the library is supposed to have a librarian for each section, the State Cen-tral Library has only a chief librarian, a technical librarian and two other librarians. "Due to acute shortage of regular staff, service of five engaged staff and nine casual contract staff has been roped in," an official of the State Central Library told The Sangai Express. The monthly remunerations of the non-regular staff were paid from planned fund for State Central Library while the regular staff are paid from the non-planned fund, the official said.
Purchasing of books, installation of furniture, and other maintenance could hardly be made as salaries of the engaged and casual contract staff were paid from the planned fund. Even if such was the case, the library has been maintained with a meagre amount of Rs 5 lakh annual fund, the official said. When surveyed by this reporter, it was found that all the sections of the library have congested space. It was also stunning to find that piles of books and journals scattered on the floor in the journal section in the absence of book-rack. Stating that a library should be constructed at serene place free from any kind of disturbance with fully ventilated rooms, the official rued the location of the library and the want of space inside.
It has also been noticed that the number of visitors in the journal, circulation and referrence sections has increased rapidly. It may be mentioned that the Manipur Public Library Act was enacted in 1996 and accordingly, Public Library Rules was made the same year. A District Library was established in each district of the State. In the Hill districts, respective ADC looks after the District Library. Although the libraries in each district are supposed to have a librarian, only Chandel District Library has a library at present. The Library official said that the Manipur Library Act should be implemented and a Directorate of Library be constituted in order to develop public libraries in the State.

A library in dire straits


BANGALORE: Many libraries in the city are not free of problems. Likewise, City Central Library in Banashankari 2nd stage lacks basic amenities like cleanliness and maintenance problem.
Like many other libraries in the city, this library too lacks space. “We have been complaining about the space constraint to the authorities but practically the library cannot be shifted. This is because; if the library is shifted then the building has to be rented which is impractical in the present situation,” said B S Nagaraj, Library Incharge.
Books are seen stacked and strewn in the book shelves making it difficult for the readers to choose books of their choice.
There are over 100-150 readers who visit this library regularly. Books belonging to English, Kannada, Hindi, Tamil and Telugu are available here. But it is mostly Kannada books that are seen stacked in almost all book shelves. Nagaraj said, “There is a great demand for English novels but it is always Kannada plays and poetry books we are supplied with. I have not issued some of these books since the time it was arranged in book shelves.” Readers are not satisfied with the books available in the library. Those who look for academic books or any English novels
would be disappointed.
Vasanth Kumar who is a regular visitor of the library said, “I have been visiting this library for last 10 years. There are certain books which readers demand and are not updated in this library. We have also requested the authorities to update the library with English novels but in vain.”

BMC libraries buried in heaps of neglect


BERHAMPUR: Books covered by layers of dust and in disarray, the rich variety at four libraries maintained by Berhampur Municipal Corporation (BMC) often go unnoticed by visitors.
�Several books are in dire need of restoration, new ones are unavailable and there isn’t enough staff. Since many of the books are early editions, conservation techniques need to be updated, said sources. The air conditioners, TVs and computers at these libraries are non-functional. The generators hardly have any fuel to run. Computerised bibliographies in these libraries are a dream for the readers.
One of the BMC libraries, located near the Berhampur Press Club, is frequented by readers. However, this one is� dogged by problems of poor maintenance - just as most other public libraries are in the city.
The library has two halls which are insufficient to accommodate the growing number of readers. On an average, over 200 people visit the library daily.
Although BMC supplies 12 newspapers and over 20 periodicals every month, no new titles have been purchased yet. The library manages with its 7,000 old books that have been there since its inception.
The BMC also owns a research library established in the name of Maharaja Krushna Chandra Gajapati. Books and encyclopedias worth Rs� 2 lakh were brought to the library when it was opened in 1993.
Since then no new books have been added to the collection. Because of its poor upkeep, the research library’s popularity is on the wane.
Intelligentsia said although BMC collects tax from people, no concrete measures are being taken for maintenance and development of the libraries.
They have demanded the State Government’s intervention to establish a well-furnished library in the city.
